Quick Summary

The Defense Health Agency (DHA), specifically the Healthcare Contracting Division - West, is soliciting proposals for a Cost Per Reportable Result (CPRR) contract for coagulation analyzers and associated services. This unrestricted procurement aims to consolidate laboratory requirements across multiple Military Treatment Facilities (MTFs). Quotes are due by June 2, 2026.

Purpose

The primary purpose is to consolidate existing coagulation analyzer requirements from 24 MTFs into a single award contract. This strategy seeks to achieve cost savings through volume discounts, improve quality and performance via standardization, and reduce acquisition cycle times by utilizing a "reagent rental" CPRR approach.

Scope of Work

The contract requires the provision of new, FDA-approved coagulation analyzers, all necessary reagents, standards, quality controls, supplies, and consumables. The CPRR price must encompass all costs, including dilutions, repeats, confirmatory testing, and quality control. Services include comprehensive maintenance (preventive and repair), user-level and advanced training for government personnel, and delivery, installation, and removal of equipment. Analyzers must interface bidirectionally with existing EHR/LIMS, automatically recover from interface downtime, and support up to a 50% surge in volume. Hazardous waste management and compliance with DoD Cybersecurity/Risk Management Framework (RMF) requirements are mandatory.

Performance Standards

Key performance metrics include a minimum 95% uptime rate for all analyzers at each MTF, calculated on a rolling 6-month basis. Equipment must pass acceptance testing with 95% effectiveness over 30 consecutive days. Service response times require a 2-hour callback for technical assistance, 24-hour on-site service for routine repairs, and equipment repair within 48 hours.

Period & Place of Performance

The contract consists of one base year, four option years, and a potential 6-month extension. Performance will occur at numerous MTFs, including Naval Hospital Bremerton, Madigan Army Medical Center, Naval Medical Center San Diego, and Tripler Army Medical Center, among others. All analyzers must be functioning and live by October 1, 2027.

Contract Details

This is a Combined Synopsis/Solicitation (RFQ) issued as a Firm-Fixed-Price (FFP) contract. It is an unrestricted procurement, inviting full and open competition. The NAICS Code is 334516 – Analytical Laboratory Instrument Manufacturing (Size Standard: 1000 employees), and the PSC is 6550 – In-Vitro Diagnostic Substances, Reagents, Test Kits and Sets.

Evaluation

Award will be made on a "Best Value Tradeoff" basis, considering four factors: Technical, Past Performance, Information Assurance, and Price. Technical and Past Performance are approximately equal and, combined, are more important than Information Assurance. All three non-price factors combined are more important than Price. Quoters rated Unacceptable in Technical or Information Assurance, or with Limited/No Confidence in Past Performance, will not be considered.

Submission & Key Dates

Quotations must be submitted electronically via email to bobbie.s.dobberstein.ctr@health.mil (cc cha-on.p.gordon2.civ@health.mil) no later than 1:00 p.m. Pacific on Tuesday, June 2, 2026. Questions must be submitted by 1:00 p.m. Pacific on Thursday, May 15, 2026. Offerors must hold prices firm for 60 calendar days.
