Statement of Work (SOW) / Performance Work Statement (PWS)

To provide continuous, reliable washer and dryer leasing and maintenance services at Little Rock Air Force Base (LRAFB) to support personnel in various facilities, ensuring a high quality of life without the burden of government-owned equipment.

• Provide all management, personnel, equipment, supplies, and services for leasing and maintaining washers and dryers.

• Install and maintain washers and dryers in buildings identified in Appendix 2.

• Develop and adhere to a periodic maintenance schedule.

• Provide all necessary utility connections at the contractor's expense.

• Ensure all washers and dryers are brand new upon initial installation and maintained in "like new" condition.

• Respond to repair service requests within 24 hours (excluding weekends/holidays).

• Perform preventive maintenance according to manufacturer recommendations, including semi-annual cleaning of dryers.

• Provide scheduled preventative maintenance annually.

• Manage contract transition, including installation within 10 calendar days and removal within 10 calendar days of contract end.

• Provide logbooks for reporting equipment malfunctions and repairs.

• 100% of appliances must meet required specifications (SS-1).

• Service calls must be satisfactorily completed within the required time (95% for SS-2, 100% for SS-6).

• No more than 3 valid defects per month for preventive maintenance (SS-3).

• No more than 5 defects per month for washer/dryer repair (SS-6).

• Government quality assurance will be conducted periodically.

• Period of Performance: 5-year contract (1 base year + 4 option years), with a potential 6-month extension.

• Base Year: August 1, 2026 - July 31, 2027

• Option Years: August 1, 2027 - July 31, 2031

• Place of Performance: Little Rock Air Force Base, Arkansas.

• Washers and dryers must meet ENERGY STAR qualified and FEMP designated guidelines.

• Washers must operate on 110-volt, 20-amp circuits without overloading.

• Dryers must be 220-volt with a minimum 16-pound dry weight capacity (stackable units minimum 10-pound capacity).

• All replacement parts must be new or reconditioned to manufacturer specifications.

• Phase-in/Phase-out training for incoming contractor personnel is required.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items/services to lease and maintain washers, dryers, and washer/dryer combinations for Little Rock Air Force Base (LRAFB), Arkansas. The government intends to award a Firm Fixed Price IDIQ contract.

• All items are to be provided, and all services are to be performed in strict accordance with Attachment 1, Performance Work Statement.

• Lease of 98 washer units and 102 dryer units.

• Service maintenance for all unscheduled work to repair/replace machines due to regular wear and tear.
