Quick Summary
The U.S. Army Corps of Engineers, Japan District (POJ) is conducting market research for an upcoming Design-Bid-Build (DBB) requirement to renovate Tower B743 at Camp Zama, Kanagawa, Japan. This opportunity is specifically for local sources only, defined as firms physically located and licensed to conduct construction business in Japan. Responses to the market survey are due by April 3, 2026, 2:00 P.M. Japan Standard Time.
Project Scope
This project involves the comprehensive repair and renovation of Building 743 (B743), a nine-story, 141,598 SF multi-unit family housing tower built in 1992. The scope includes the removal and replacement of existing failed or failing building systems such as the roof, windows, exterior doors, railings, elevators, interior finishes, plumbing, HVAC, electrical infrastructure, fire detection/protection systems, security, communications, and Energy Management and Control System (EMCS). The estimated project magnitude is between ¥10,000,000,000 and ¥25,000,000,000 Japanese Yen, with an estimated period of performance of 910 calendar days. Draft specifications and drawings are available for review.

Specifically, bidders must possess a Japanese civil construction (doboku isshiki koji) license or a Japanese architectural construction (kenchiku isshiki koji) license by the bid due date. All interested companies, including joint ventures, must be registered in SAM.gov. Additionally, USACE POJ anticipates that all solicitations will require Cybersecurity Maturity Model Certification (CMMC) Basic (Level 1) or higher.
