Quick Summary

The National Oceanic and Atmospheric Administration (NOAA) Fisheries, Southeast Fisheries Science Center (SEFSC) is soliciting proposals for a charter vessel and crew to support the Gulf Fishery-Independent Survey of Habitat and Ecosystem Resources (G-FISHER) Program. This acquisition is 100% set-aside for small business concerns. The survey aims to collect abundance data on managed reef fish in the Gulf of Mexico using baited remote underwater video (BRUV) arrays. Quotations are due May 1, 2026, by 12:00 PM Pacific Time.

Scope of Work

The contractor will provide a fully crewed and equipped charter vessel to perform survey operations in the Gulf of Mexico. This includes the deployment and retrieval of stationary camera arrays during daylight hours, sidescan mapping via towed vehicle, and collection of benthic water samples for environmental DNA analysis. Approximately 600 camera deployments are planned over 26 days, averaging about 20 stations per day, within the proposed work area illustrated in Figure 1.

Key Requirements

The chartered vessel must be USCG inspected, meet minimum length and speed requirements, and possess essential safety equipment, sufficient deck space, independent operation capability, a hydraulic lifting system, and air-conditioned accommodations for scientists. The crew must be experienced, with the captain having at least three years of offshore vessel captaining experience and knowledge of fishing gear. The government will provide scientific sampling equipment, bait, and some safety gear.
