The Department of Veterans Affairs (VA) Alexandria Veterans Affairs Medical Center (AVAMC) is seeking contractors to provide residential housing services. These services include room, board, transportation, therapeutic rehabilitation, and recovery for beneficiaries authorized by the VA. The goal is to provide a safe, low-barrier emergency shelter and supportive services for veterans experiencing homelessness, aiming to resolve housing instability and secure permanent housing.

• Services to be furnished to beneficiaries authorized by the DVA.

• Patients will typically require services above simple room and board.

• Residence/Building/Housing preferred within a 30-mile radius of the Alexandria VA Health Care System (2495 Shreveport Hwy, Pineville, LA 71360) for transportation and emergency response.

• Comprehensive case management focused on assessing housing barriers, developing individualized housing plans, and coordinating with VA and community partners.

• Contract Type: Fixed-priced Indefinite Delivery/Indefinite Quantity (ID/IQ).

• Period of Performance: Five (5) year ordering period, from June 1, 2026, through May 31, 2031.

• This is a pre-solicitation notice; no quotes will be accepted at this time.

• The solicitation will be available for download on Contract Opportunities at https://sam.gov.

• Interested contractors must download the solicitation and any amendments from SAM.gov; no hard copies will be provided.

• Proposal submission process details will be in the full solicitation package.

• The government will use comparative evaluation in accordance with FAR Part 12.

• All proposals must be received via email by the deadline outlined in the solicitation to thomas.kovarovic@va.gov.

• The solicitation will be issued as a tiered evaluation:

  1. SDVOSBs and VOSBs
  2. All other small business concerns (with priority for HUBZone and 8(a) participants)
  3. Other than small business concerns

• Award will be made at the highest possible tier if an acceptable proposal is received.

This document is a Sources Sought Notice to determine the availability of potential sources with the skills and capabilities to provide residential safe housing care for beneficiaries of the Department of Veterans Affairs (VA), Alexandria VA Health Care System. This is not a solicitation announcement, but a Request for Information (RFI).

The services required include residential room and board, provision of an alcohol and drug-free environment, facilitation of affiliation with Alcoholics Anonymous/Narcotics Anonymous programs, supportive social activities, and individual counseling to help overcome resistance to engagement in VA treatment or rehabilitative services. The residence must be located within a 20-mile radius of the Alexandria VA Health Care System in Pineville, LA.

Veterans who require shelter and/or are homeless, need care, treatment, and rehabilitation services for substance use disorders and/or co-occurring mental health disorders, and are capable of self-care on a daily basis.

• Anticipated Contract Type: Firm-Fixed Price Indefinite Delivery Contract (IDC).

• Period of Performance: Estimated to begin June 1, 2026, for a 5-year period, with no ordering period exceeding 12 months.

• Capacity: Maximum of 10 safe house beds reserved for eligible Veterans.

• Licensing: Must be licensed by the State of Louisiana.

• Accreditation: Must be accredited by a recognized body (e.g., Joint Commission, Community Health Accreditation Program).

• Business Size: Indicate business size (small/large) relative to NAICS code 624229 (Other Community Housing Services, $19M size standard) and socio-economic status (SDVOSB, VOSB, Hub-zone, 8(a), woman-owned, etc.).

• SAM Registration: Prospective contractors must be registered in the System for Award Management (SAM).

• Content: Submit a brief Statement of Capability (5 pages or less) demonstrating experience and Business Size/Socio-Economic Status.
