This solicitation seeks offers for Contracted Residential Services (CRS) Emergency Housing in Guam for homeless Veterans enrolled in the VA Pacific Islands Health Care System. The goal is to provide a safe and secure environment to support Veterans' recovery and facilitate improvement in their housing situation. The program aims to remove homeless Veterans from the street or unfit habitations and place them in community-based residential environments with supportive services.

• Provide emergency shelter and support services for homeless Veterans in Guam.

• Offer housing for 5 to 10 beds, serving men and/or women.

• Minimum establishment of one-year on the island of Guam.

• Services include transitional housing, meals, and case management.

• Veterans must be eligible for VA healthcare and transitioning from literal street homelessness, discharge from institutions, or recent homelessness.

• Services must be available 24 hours a day, 7 days a week, with at least one staff member on site at all times.

• Provide 3 nutritious meals and at least 1 snack daily, with accommodations for special dietary needs.

• Laundry facilities must be available at no cost to the Veteran.

• Transportation to medical appointments, community meetings, and housing search activities must be provided.

• Maintain an outreach plan to achieve at least 80% occupancy.

• Admission must be on the same day of referral.

• Maintain individual case records in accordance with privacy regulations.

• Aim for 55% or more Veterans discharged to permanent housing and 20% or less negative discharges.

• Discharge Veterans to permanent housing within 90 days, with extensions requiring written approval.

• Facilities must be ADA compliant, clean, safe, and equipped with necessary amenities.

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ).

• Period of Performance: August 2, 2026, through August 1, 2031 (5 ordering periods).

• Guaranteed Minimum Award: $1,000.00.

Sources Sought Announcement

This is a Sources Sought Announcement for Health Care for Homeless Veterans (HCHV) Contracted Residential Services (CRS) Emergency Housing in Guam. The Department of Veterans Affairs (VA) is conducting market research to identify potential vendors capable of providing these services. No solicitation is currently available, and this announcement is for informational purposes only.

• Provide emergency housing, meals, and case management services to homeless Veterans in Guam.

• Offer 5 to 10 beds for men and/or women.

• Ensure safe, secure, and clean housing, preferably ADA compliant and accessible by transportation.

• Provide 3 nutritious meals and at least 1 snack daily.

• Offer laundry facilities.

• Provide transportation to medical appointments, community meetings, and housing searches.

• Maintain a minimum of 80% occupancy.

• Assign a Case Manager to each Veteran.

• Maintain individual case records in compliance with privacy regulations (HIPAA, 42 CFR Part II, 38 USC 7332).

• Aim for 55% or more Veterans discharged to permanent housing within 90 days or less.

• Ensure 24/7 on-site staff presence.

• The projected Period of Performance begins August 1st, 2026, with five ordering periods, each lasting one year.
