Statement of Work (SOW)

• Services: Test & Evaluation, Repair, Upgrades/Ancillary Engineering Services/Design Changes, Engineering Studies and Analysis, System/Item Specific Obsolescence Monitoring/Mitigation, Facilitation of Hybrid Organic/Contractor Support (including Public Private Partnerships), and Field Service Representatives (FSRs).

• Supplies: Items on a Price Evaluation List (PEL), items built to Government Technical Data Packages (TDPs) and NSNs, commercial, or modified commercial products. Alternate items are permitted unless expressly prohibited.

• Quote Rate: Other-than-small businesses must quote on 85% of unrestricted RFPs; small businesses on 70% of delivery order RFPs and 50% of task order RFPs.

• On-Time Delivery: A minimum of 90% on-time delivery rate is required.

• Order-Level Metrics: Specific performance standards and metrics (e.g., Operational Availability, Mean Logistics Downtime, Mean Time To Repair) will be defined at the individual order level and assessed via a Quality Assurance Surveillance Plan (QASP).

• Period: The IDIQ contract will have an ordering period of five (5) years, with five (5) one-year option periods, totaling ten (10) potential contract years.
