Quick Summary

The Defense Logistics Agency (DLA), on behalf of the U.S. Army Communications-Electronics Command (CECOM), has released the Gateway to Readiness (G2R) Open Season solicitation (SPRBL1-26-R-0003). This multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract seeks a wide range of Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) supplies and services. The primary customer is CECOM, with support extending to DLA, DoD, and other Federal Government Agencies. Proposals are due March 26, 2026.

Scope of Work

The G2R program encompasses nine (9) Program Support Categories, including:

  • Equipment: Standard (NSN assigned) and Non-Standard (MCN assigned) items.
  • Services: Test & Evaluation, Repair, Upgrades/Ancillary Engineering Services/Design Changes, Engineering Studies and Analysis, System/Item Specific Obsolescence Monitoring/Mitigation, Facilitation of Hybrid Organic/Contractor Support, and Field Service Representatives (FSRs).
  • Supplies: Items on a Price Evaluation List (PEL), items built to Government Technical Data Packages (TDPs), commercial, or modified commercial products.

Contract Details

  • Contract Type: Multiple-award IDIQ, with potential for a single award if in the Government's best interest. Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) are anticipated.
  • Total Ceiling: $3.2 Billion across all awarded contracts over a ten (10) year period.
  • Period of Performance: An ordering period of five (5) years, with five (5) one-year option periods, totaling ten (10) potential contract years.
  • Guaranteed Minimum: $10,000 per awardee.
  • Acquisition Procedures: Federal Acquisition Regulations (FAR) Part 15 - Contracting by Negotiation.
  • NAICS Code: 334419 (750 employees size standard).
  • Product Service Code: 5998.

Set-Aside & Small Business Participation

This solicitation is issued under Full and Open Competition with a reservation for one or more small business prime Contractors. Offerors must submit a Small Business Commitment Document targeting a minimum of 40% small business participation based on the value of awarded orders. Additionally, the Government reserves the right to set-aside orders under $250,000 for small business prime Contractors.

Submission & Evaluation

  • Proposals Due: March 26, 2026, by 04:30 PM local time.
  • Evaluation: Best Value Tradeoff source selection process, considering Technical, Past Performance, Small Business Participation, and Price. Technical factors are significantly more important than price.
  • Key Requirements: Offerors must have an active status in the Defense Logistics Agency Joint Certification Program (JCP) and complete a Non-Disclosure Agreement (NDA) to access Technical Data Packages (TDPs), which may be subject to ITAR. ISO 9001:2015, NIST-800 self-certification, and eJCP certificates are required and count towards page limits.

Additional Notes

The estimated award is in May 2026. The Price Evaluation List (PEL) serves as a representative sample for pricing and may be added to a Rapid Ordering Catalog (ROC) for future competitive ordering. Various Special Packaging Instructions (SPIs) are provided for different item categories.
