• Waivers/Deviations: Requests for delivery date extensions or non-conformance waivers must include an explanation, justification, and offer of consideration, demonstrating no impact on quality, form, fit, or function. Supporting technical data is required for alternate items.
• Quality Assurance: The contractor must provide and maintain a government-acceptable inspection system. Records must be available during contract performance and for specified longer periods.
• Packaging: Specific requirements apply, including MIL-PRF-23199 and MIL-DTL-24466 green poly bags, especially for items with cleanliness controls (e.g., MIL-STD-767, MIL-STD-2041). MIL-STD 2073 packaging also applies. Fire retardant packaging is no longer required.
• Deliverables: A Certificate of Compliance (DI-MISC-81356) is required at the time of material delivery for each unique combination of Contract/Purchase Order Number, National Stock Number, and Item Nomenclature.
• DD Form 1423: Detailed explanations are provided for various blocks of the DD Form 1423, covering data item descriptions, distribution statements, submission frequencies, and pricing groups (Group I-IV).
