• Site Visit Information: A site visit was conducted on March 17, 2026, at 11:00 a.m. at the Star Meadows Barn. Attendees from various companies are listed.

• Questions and Answers: The following questions and answers are provided for informational or clarification purposes:

  • Barn Cleaning: The Forest Service will not clean out the barns.
  • Fence Replacement: Three sections of fence need to be replaced, or the same amount as is disturbed.
  • Cabin Boiler Project: This project has not yet been awarded.
  • Aggregate Size and Location: The aggregate is 3/4 inch minus and is located on Star-Logan Road #2323313.

Statement of Work (SOW)

This Statement of Work outlines the requirements for the replacement of the historic barn foundation at the Star Meadows Historic Barn Foundation project.

• Existing Facilities: The Contractor is responsible for replacing or repairing all existing facilities structures damaged during the project at no additional cost to the Government. This includes facilities inside and outside project limits and along access routes.

• Vegetation: Trimming or damaging vegetation requires specific Contracting Officer (CO) approval.

• Pollution and Erosion Control: The Contractor must implement measures to prevent soil erosion and pollution. All refuse, including garbage, rubbish, and liquid wastes, must be stored, collected, and disposed of in a sanitary manner in State-approved landfills unless otherwise approved by the CO.

• Coordination: Regular contact and coordination with the Contracting Officer/COR and other contractors are required to ensure District operations are not hindered. Two weeks' prior notification is required before entering the work site.

• Worksite Cleanliness: Project work areas must be maintained in a clean and orderly condition. All refuse must be disposed of legally off Government property. Hazardous materials must be strictly controlled. Upon completion, work areas must be left clean and satisfactory to the CO.

• Hauling: All loads must be completely covered during hauling, and the Contractor is responsible for all material disposal fees.

• Equipment: Equipment and tools must be in good mechanical and operating condition.

• Weather: Work may be suspended due to weather conditions that preclude effective protection of resources or negatively impact project results.

• Existing Utilities: The Contractor must locate all utilities before beginning work and will bear the cost of repairing any damaged utilities.

• Food and Garbage Storage: All food, beverages, and scented items must be stored unavailable to bears at night and when unattended. Attractants must be hung at least 10 feet off the ground and 4 feet from any vertical support, or stored in a bear-resistant container or vehicle. Cars, enclosed horse trailers, and hard-sided campers are considered bear-resistant; coolers, pop-up campers, backpacks, and tents are not.

• Submittals: The Contractor shall submit plans for excavation and foundation installation, a Safety Plan, Concrete Mix Design, and a Work Schedule.

• Staging Area: To be coordinated with the COR. Equipment operation, storage, transport, and material handling must not damage existing roads, parking lots, or landscaping.

• Water and Electricity: Potable water is on-site. Electrical service is available at the nearby cabin, and the Contractor may extend it temporarily.

• Sanitary Facilities: A vault toilet (outhouse) is available on site.

• The Contractor is responsible for the storage and protection of all equipment and supplies, including associated costs.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial construction services to replace the historic Star Meadow Barn Foundation at the Tally Lake Ranger District, Flathead National Forest, Flathead County, Montana. The acquisition is a Total Small Business Set-Aside.

• Demolition of the existing concrete barn foundation.
