Scope of Work
This opportunity requires regular garbage collection services, including collection, transport in covered, leak-free vehicles, and disposal at licensed landfills in accordance with Kosovo municipal authorities. Collection points must be left clean, and spills removed immediately. Specific container sizes and frequencies are detailed for both the Embassy (7m3, 1m3 containers, 5x/month) and residences (120L containers, 4x/month). The contractor will provide 7m3 containers, while the Embassy provides 1m3 and 120L bins. Special/Non-Routine Services for one-time pickups (e.g., events, move-outs) may be ordered via separate Call Orders. Excluded waste types include hazardous, medical/biohazard, construction debris, bulky furniture/appliances, e-waste, and large volumes of green waste (unless explicitly included in a Call Order).

Submission & Evaluation
Offerors must submit a completed SF-1449 (blocks 17 and 30a, b, c), provide additional information as required in Section 3, demonstrate compliance with evaluation factors outlined in Section 4, complete Section 5 Representations and Certifications, and provide proof of SAM Registration. Quotations can be submitted in hard copy to Thad Ball, Contracting Officer, at 4 Korriku # 25, 10000 Pristina, Kosovo, or electronically via email to PristinaProcurement@state.gov. Electronic submissions must be in Adobe Acrobat (pdf) format, with file sizes not exceeding 50MB per email. Evaluation factors include Technical Acceptability, Responsibility (financial resources, ability to comply with performance period, integrity, organization, experience, skills, equipment, facilities, and eligibility), and intent to sell at market prices or below. The Government may award multiple BPAs based on initial offers without discussions.
