Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal refuse collection and disposal services at U.S. Army Corps of Engineers, Garrison Project/Lake Sakakawea, ensuring safe and lawful removal and disposal of non-hazardous refuse from various identified areas.

• Collection and disposal of non-hazardous refuse from campgrounds, day use areas, and offices.

• Services include safe and lawful removal and disposal of refuse.

• Government will not exercise supervision or control over contractor personnel.

• Fixed-priced, performance-based contract.

• Base Year: May 1, 2026 - April 30, 2027

• Four (4) 12-month Option Years: May 1, 2027 - April 30, 2031

• Contractor Personnel: Must use own forces, be qualified, maintain professional appearance and courtesy, and possess valid driver's licenses. Subcontracting requires Contracting Officer approval.

• Quality Control: Contractor must designate a quality control employee and implement a quality assurance plan. Government will periodically evaluate performance.

• Service Areas: Specific dumpsters and service frequencies are detailed for various locations including campgrounds (Downstream, Wolf Creek, East Totten Trail, Douglas Creek), boat ramps (Downstream, Government Bay), and government buildings (Garrison Power Plant, Maintenance Shop, Administration Building).

• Dumpster Requirements: Furnish dumpsters (4 or 8 cubic yards) with plastic or rubber lids, maintained in clean and good condition. Dumpsters to be placed on concrete pads, graveled areas, or asphalt as specified.

• Bulk Items: Contractor responsible for disposal of bulk items (e.g., washers, dryers, tires). Invoicing for additional costs for bulk item removal is permitted with prior quote and potential modification.

• Inclement Weather: Services to be performed during inclement weather, with potential exceptions authorized by the COR. Missed collections to be performed within 24 hours after weather termination.

• Sanitation: All refuse collection equipment and trucks to be cleaned, free of stains and odor. Containers to be cleaned and sanitized at least annually.

• Disposal: Transport and dispose of refuse at a State-approved sanitary landfill. Monthly receipts required. Compliance with all Federal, State, and local laws is mandatory.

• Refuse Collection: Service areas free of litter, trash, and foreign matter. No more than one (1) error per month.

• Disposal: Disposal at approved landfill in accordance with PWS. No more than zero (0) errors per month.

• Wash Vehicles and Dumpsters: Containers and equipment free of odor, with disinfectant application. No more than two (2) errors per year.

• Submittals: Activity Hazard Analysis (AHA), Abbreviated Accident Prevention Plan (APP), and list of approved sanitary landfills.

• Standards and Regulations: Compliance with CFR Title 36, EM 385-1-1, and OSHA standards.

• Physical Security: Contractor responsible for safeguarding government facilities and property.

• Access & Security: Compliance with installation access and security policies, including E-Verify for candidates.

• Payment: Monthly payment after inspection and acceptance of services. Invoices require specific details.
