The lease will incorporate Facility Security Level II requirements, covering access control, screening, critical area security, visitor control, and mandated security systems like Video Surveillance Systems (VSS), Intrusion Detection Systems (IDS), and Duress Alarms. These security measures will impact costs, potentially through Building Specific Amortized Capital (BSAC) or operating rent. Offerors must use GSA Form 1364WH (Proposal to Lease Space) and GSA Form 1217 (Lessor's Annual Cost Statement). All offerors must be registered in the System for Award Management (SAM) and maintain active registration. Additionally, a FAR 52.204-24 representation regarding certain telecommunications and video surveillance equipment is mandatory. Award will be based on the lowest priced technically acceptable offer, utilizing a Present Value Price Evaluation - Warehouse Square Foot Method.
