Quick Summary

The General Services Administration (GSA), through its Public Buildings Service, is seeking lease proposals for warehouse space in McAllen, Texas. This Request for Lease Proposals (RLP) No. 4TX1115 aims to secure a facility for general use, initially for vehicle storage, potentially involving hazardous materials. Offers are due by June 5, 2026, at 6:00 PM CST.

Scope of Work

GSA requires a minimum of 2,500 to a maximum of 3,500 square feet of contiguous space on a single floor. Key requirements include a minimum clear ceiling height of 9 feet, a 12'0" roll-up overhead door, and no columns within the leased space. The building must be modern, sound, and of substantial construction, meeting specific standards for seismic safety, asbestos, accessibility, fire protection, life safety, and energy efficiency (requiring an ENERGY STAR® label or equivalent). The area of consideration is bounded by West Nolana Avenue (North), North Veterans Blvd (South), West Dicker Rd to 336 to West Military Highway (East), and South Ware Rd (West).

Contract Details

This will be a modified net lease with a term of 15 years, including a 13-year firm period. The Government retains termination rights after the firm term with 60 days' notice. The lease will incorporate Facility Security Level II requirements, covering access control, screening, critical area security, visitor control, and mandated security systems like Video Surveillance Systems (VSS), Intrusion Detection Systems (IDS), and Duress Alarms. These security measures will impact costs, potentially through Building Specific Amortized Capital (BSAC) or operating rent. A Prelease Fire Protection and Life Safety Evaluation (GSA Form 12000-WH) is also required.

Submission & Evaluation

Proposals must be submitted via email to nicole.simmerman@gsa.gov or by US Mail/commercial carrier. Offerors must use GSA Form 1364WH (Proposal to Lease Space) and GSA Form 1217 (Lessor's Annual Cost Statement). All offerors must be registered in the System for Award Management (SAM) and maintain active registration. Additionally, a FAR 52.204-24 representation regarding certain telecommunications and video surveillance equipment is mandatory. Award will be based on the lowest priced technically acceptable offer, utilizing a Present Value Price Evaluation - Warehouse Square Foot Method.

Eligibility & Notes

The NAICS Code for this opportunity is 531130 (Lease/Rental Of Other Warehouse Buildings). While no specific set-aside is designated, HUBZone small business concerns may elect to waive price evaluation preference. Offerors should note that GSA will transcribe successful offeror's data into the lease template (GSA Form L201WH) rather than requiring offerors to complete it.
