Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the "Contract Specifications" for the repair of a generator and fuel tank at the United States Coast Guard Station Destin, Florida.

• Generator Battery Replacement: Replace the existing emergency generator battery (Kohler 100REOZJF) with a new 12-volt, BCI group size 24, maintenance-free battery.

• Muffler Insulation: Replace insulation blankets on the emergency generator's muffler exhaust with 3" thick Type 1 calcium silicate with a flame spread/smoke development rating of 0/0 and an aluminum jacket.

• Fuel Line Removal: Remove existing abandoned underground fuel lines, cap them to prevent leakage, and dispose of them at an approved landfill. Patch any resulting openings in the generator room and tank wall.

• Fuel Trough Inversion: Invert the existing fuel trough-trench and install piping from the fuel tank to the generator along its upper surface at ground level.

• Fuel Tank Refurbishment: Remove rust and paint the existing 1,000-gallon fuel tank with state-approved primer, polyamide epoxy, and acrylic polyurethane topcoat. The coating system must comply with the Florida Department of Environmental Protection's approved equipment list.

• Fuel Tank Placarding & Testing: Install OSHA-required placards on the fuel tank (e.g., "DANGER 1,000 GALLONS DIESEL - MAX FILL 850 GALLONS", "NO SMOKING, NO OPEN FLAMES"). Conduct tank tightness testing by a Florida-registered precision tank tester.

• Grounding: Provide two new ground rods and grounding as per NEC standards.

• Dike Sealing: Prime and seal the concrete walls/dike around the tank with an approved, state of Florida, elastomeric industrial polysulfide joint sealant.

• Containment Pans: Furnish and install two four-foot by 1-foot by 2" deep fuel containment pans made of G90 galvanized sheet metal next to the generator to collect fuel drips.

• Electrical Connections: Connect the existing emergency generator to the existing Automatic Transfer Switch (ATS) and electrical panels as per NEC and Kohler specifications.

• Generator Testing: Test the emergency generator (Kohler 100REOZJF) by running it for one hour without malfunctions. Document operation and any deficiencies.

• Training: Provide 20 minutes of informal training to station personnel on how to properly enable and disable the generator.

• Project Performance Period: 30 calendar days.

• Location: U.S. Coast Guard Station Destin, 2000 Miracle Strip Pkwy, Destin, Florida 32540.

• Qualifications: Electrical installation must be performed by a licensed electrician in Florida. Generator testing must be by a factory-trained and approved Kohler representative. Install must comply with the National Electric Code. Fuel tank pressure testing must be by a licensed contractor.

• Staging: Coordinate all staging and laydown areas with the Coast Guard prior to work.

• Work Hours: Normal working hours are Monday-Friday, 7:00 am to 4:00 pm, but a special schedule may be required to minimize operational interruptions. Work beyond these hours requires prior approval.

• Environmental: Comply with state environmental requirements, including storm water pollution prevention (SWPP) and spill prevention control and countermeasures (SPCC) plans. Dispose of waste according to RCRA requirements.

• Safety: Implement a comprehensive safety program.

• Utilities: Electricity and potable water will be made available without charge. The contractor is responsible for all other utility connections and temporary facilities (e.g., toilets).

• Security: Personnel working on site must be approved and have valid government-issued identification.

• Submittals: Include a construction progress schedule, safety plan, product data sheets, operation and maintenance manuals, and a roster of personnel.

• The work area is a Coast Guard operational military installation; personnel must obey station regulations.

• The contractor is responsible for removing all materials and equipment from Government property upon completion.
