This amendment modifies Solicitation No. W912EE26QA014, dated March 11, 2026. The primary change is the incorporation of an updated Scope of Work (SOW).

• The updated SOW specifies the following engine overhaul requirements:

  • Inframe overhauls for four (4) Caterpillar C32 marine generator set engines on the Mat Sinking Unit.
  • Top end overhauls and rear main seal replacement for two (2) generator sets on Mooring Barge 7403 (Arrangement number: 342-0538, Serial numbers: G2M00081 & G2M00082).
  • Major overhauls for two (2) generator sets on Matboat 4801 (Arrangement number: 342-0538, Serial numbers: G2M00292 & G2M00293).

• All work must be completed by Caterpillar certified technicians and use new OEM Caterpillar parts or Caterpillar reconditioned parts, with a minimum one-year warranty.

• The period of performance is extended to July 31, 2026.

• Security requirements, including physical access, suspicious activity reporting, and pre-screening using E-Verify, are detailed.

• Payment and invoicing instructions are provided.

• A detailed parts list for both Mooring Barge 7403 and Matboat 4801 overhauls is included.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) for an inframe major overhaul of four (4) Caterpillar C32 marine generator set engines. The engines are located on Mooring Barge 7403 (two engines) and Matboat 4801 (two engines). The procurement is being conducted in accordance with FAR Part 12 and FAR Part 13.

• Perform inframe major overhaul of four (4) Caterpillar C32 marine generator set engines.

• All work must be completed in accordance with the manufacturer's specifications/maintenance manual for a Caterpillar C32 marine genset.

• All parts replaced must be new OEM Caterpillar parts or Caterpillar reconditioned parts meeting specifications.

• Replaced parts and service must have a one-year factory Caterpillar warranty.

• All work must be completed by Caterpillar certified technicians.

• All work must be completed no later than June 30, 2026.

• The government intends to issue one Firm-Fixed Price Contract.

• The contract will be a 100% Small Business Set Aside.

• The NAICS code is 811310 with a size standard of $13,000,000.00.

• The period of performance is TBD, with a delivery date of June 30, 2026.

• Quotes must be submitted electronically via email to Judy.M.Huell@usace.army.mil and Dustin.G.Cannada@usace.army.mil.

• The bidding schedule must be returned with the quote.

• Offerors are encouraged to review FAR 52.212-2, "Evaluation - Commercial Products," for evaluation factors and basis for award.

• The award will be made to the lowest priced quote that conforms to the requirements and is deemed "Successful."

• Evaluation factors include Capability (step-by-step timeline, detailed description of overhaul approach) and Past Performance (evidence of at least two similar overhauls, resumes of lead technicians).

• Quotes must be valid for 60 days.

• This procurement is a 100% Small Business Set Aside.

• Offerors are responsible for reading all information and attachments.

• Offerors should check SAM.gov for modifications.
