Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for supporting the Naval Information Forces Command (NAVIFOR) in developing and synchronizing a fleet Geospatial Intelligence (GEOINT), Intelligence, Surveillance and Reconnaissance (ISR) and Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) fleet Concept of Operations (CONOPS).

• Develop and synchronize a fleet GEOINT PED CONOPS integrating manned and unmanned systems.

• Employ standardized data formats and leverage cloud-computing strategies with artificial intelligence/machine-to-machine (AI/MTM) to enhance Naval forces' ability to collaborate, plan, and execute maritime events.

• Provide contractor personnel to assist NAVIFOR N8 in the technical drafting and staffing of a Fleet Commander CONOPS.

• Address current and planned GEOINT PED capabilities within a contested operating environment.

• Ensure alignment with and support for the Fleet Tactical Grid integration of communications, command and control systems, sensors, combat systems, and weapons.

• Support NAVIFOR N8 Requirements Directorate with consulting, technical editing, analytical, and organizational skills.

• Develop, gather, and disseminate technical information among stakeholders.

• Assist in coordination of CONOPS development through experiments, war games, and modeling and simulations.

• Identify potential operational and technical integration issues with emerging TCPED capabilities and processes.

• The contract includes a base period and four (4) 12-month option periods, with an Option to Extend Services.

• Anticipated Period of Performance: Base Period (18 Sept 2026 – 17 Sept 2027) through Option Year 4 (18 Sept 2030 - 17 Sept 2031).

• Place of Performance: Naval Information Forces, Suffolk, VA.

• Personnel Qualifications:

  • Minimum of seven (7) years of experience.
  • Bachelor's degree in a related field of study (or equivalent experience).
  • Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance required for all personnel prior to performance start.
  • Proficiency in Microsoft Office and other data automation tools.

• Security:

  • Work may involve discussion and testing at the TS/SCI level, accessing various intelligence community systems and databases.
  • Personnel must possess a current Single Scope Background Investigation (SSBI) with ICD 704 eligibility.
  • Cybersecurity Workforce (CSWF) requirements apply, including privileged access and adherence to DoD 8570.01-M.

• Government Furnished Information or Equipment (GFE/GFI): Access to SCI spaces, software, and systems will be provided.

• Deliverables: Include Contractor's Progress, Status & Management Report, Meeting minutes/Briefs/White papers, Trip Reports, Contractor Roster, Contractor Self-Assessment Report, and Task Order Completion Memo.

Sources Sought Notice

This notice is for planning purposes to gather market research on qualified sources for administrative support services for the Naval Information Forces Command (NAVIFOR) in support of Geospatial Intelligence (GEOINT). The government is exploring acquisition strategies and may use this information to develop a Performance Work Statement (PWS).

The requirement involves providing contractor personnel to support NAVIFOR's GEOINT administrative services, including CONOPS development, doctrine organization, training, material, leadership, education, personnel, facilities, and policy. This is a follow-on to contract N0018921P0459.

• The draft Performance Work Statement (PWS) outlines the anticipated tasks, personnel qualifications, and deliverables.

• Respondents must demonstrate experience in providing similar services.

• A current TS/SCI facilities clearance is required.

• Anticipated contract type: Firm-Fixed Price (FFP) Services.

• NAICS Code: 541611 (Administrative Management and General Management Consulting Services).

• Product Service Code: R699 (Other Administrative Support Services).

• The proposed contract vehicle will provide all required supplies and support services.

• Responses are due no later than 12 PM, EST on June 10, 2026.

• Submissions are limited to five (5) pages.

• Required information includes company details, CAGE code, UEI, business size, capability statement with past performance (last 5 years), Seaport-NxG/GSA contract experience, and proof of TS/SCI clearance.

• Business Size Standard: $24.5 million.

• Women Owned Small Businesses and Service-Disabled Veteran-Owned Small Businesses are encouraged to respond.

• The government is determining if the acquisition will be a set-aside for Women Owned Small Businesses or Service-Disabled Veteran-Owned Small Businesses. If so, FAR clause 52.219-14 (Limitations on Subcontracting) will apply.
