Purpose & Background
This Sources Sought Notice is for planning purposes only, not a solicitation, to identify qualified sources for administrative support services related to Geospatial Intelligence (GEOINT) for NAVIFOR. The government will use responses to develop its acquisition strategy and a Performance Work Statement (PWS). This requirement is a follow-on to contract N0018921P0459, focusing on supporting NAVIFOR's GEOINT administrative services, including Concept of Operations (CONOPS) development, doctrine, training, and policy.
Scope of Work
The anticipated scope involves providing contractor personnel to support NAVIFOR N8 in developing and synchronizing a fleet GEOINT, Intelligence, Surveillance and Reconnaissance (ISR), and Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) CONOPS. This includes:
- Integrating manned and unmanned systems, standardized data formats, and leveraging cloud computing with AI/MTM.
- Assisting with technical drafting and staffing of a Fleet Commander CONOPS.
- Addressing current and planned GEOINT PED capabilities in contested environments.
- Ensuring alignment with the Fleet Tactical Grid.
- Providing consulting, technical editing, analytical, and organizational skills.
- Developing, gathering, and disseminating technical information among stakeholders.
- Coordinating CONOPS development through experiments, war games, and modeling/simulations.
- Identifying operational and technical integration issues with emerging TCPED capabilities.
Key Requirements & Qualifications
- Personnel: Minimum seven (7) years of experience, Bachelor's degree in a related field (or equivalent), and a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance with current Single Scope Background Investigation (SSBI) and ICD 704 eligibility. Cybersecurity Workforce (CSWF) requirements apply.
- Facilities: A current TS/SCI facilities clearance is required.
- Deliverables: Include progress reports, meeting minutes, white papers, trip reports, contractor roster, self-assessment reports, and task order completion memos.
