Quick Summary
NASA Langley Research Center (LaRC) is seeking comments on a Draft Request for Proposal (DRFP) for the Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) Access to Space (ATS) program. This is a full and open competition for a Firm Fixed-Price (FFP) contract. Comments on the DRFP are due June 22, 2026.
Purpose & Scope
The principal purpose of this requirement is to provide GLIMR ATS and related services, including Spacecraft and Launch Vehicle; Integration Planning; Ground System Design, Integration, Testing, and Readiness; Instrument-Spacecraft Integration, Test, and Pre-Launch Processing; Spectrum Licensing and orbital slot authorization; Launch and GLIMR In-orbit Checkout; and On-Orbit Spacecraft and Instrument Operations. The GLIMR mission aims to study ocean processes at diurnal timescales using a hyperspectral ocean color sensor.
Key Feedback Areas
NASA encourages comments on all aspects of the draft solicitation, with specific emphasis on:
- Requirements Documents (Exhibits A, B, C): Including Payload Operations (SOW 6.3.1.1) and identifying cost-driving/unrealistic requirements.
- Technical Approach/Oral Presentation (Section L.16): Clarity on allowable attendees and anticipated format.
- Small Business Participation (L.18 (b)): Clarity on establishing and utilizing small business subcontracting.
- Method of Evaluation (Section M): Specifically Past Performance and Technical Approach/Oral Presentation.

Technical Approach/Oral Presentation is more important than Past Performance. Price is approximately equal in importance to the combined non-price factors. Oral presentations will be held in-person at NASA Langley Research Center.
