This is a combined synopsis/solicitation for commercial services to perform Highway Wayfinding Sign Repair at Gettysburg National Military Park and Eisenhower National Historic Site. The government is seeking written quotes for this requirement.

• Repair of the sign base breakaway hardware.

• Erection of the post.

• Replacement of the sign overlay, including edits to the message to reflect current guidance.

• Similar edits to the park's southbound sign.

• A detailed description of requirements is provided in the attached Scope of Work (SOW).

• The government anticipates awarding one (1) Firm-Fixed-Price Purchase Order.

• Period of Performance: March 1, 2026, to September 30, 2026.

• Quotes are due by 10:00 AM ET on February 25, 2026.

• All quotes must be emailed to Jason Albright at Jason_Albright@nps.gov.

• Questions regarding the solicitation are due by 10:00 AM ET on February 18, 2026, and should be directed to Jason Albright at Jason_Albright@nps.gov.

• Evaluation will be based on Technical Competence, Experience, Past Performance, and Price. Technical factors, past performance, and price are approximately equal in importance, and all factors other than price combined are approximately equal in importance to price.

• Offerors must provide evidence of necessary Pennsylvania Department of Transportation (PennDOT) certifications and/or licenses.

• Offerors must provide a brief description of at least 3 projects performed within the last 5 years of similar scope and cost, including repair of Highway Wayfinding Signs, with specific details for each project.

• Offerors must provide three (3) examples of recent projects (within the past five years) of similar size and scope (highway wayfinding sign repair), including specific narrative details.

• Offerors must quote a firm-fixed-price for CLIN 00010 (Base) – Highway Wayfinding Sign Repairs.

• This solicitation is issued as a Total Small Business Set-Aside.

• NAICS Code: 339950, Sign Manufacturing.

• Small business size standard: 500 Employees.

• The solicitation document and incorporated provisions and clauses are effective through Federal Acquisition Circular 2025-06, October 1, 2025.

• FAR 52.212-1 (Instructions to Offerors) and FAR 52.212-2 (Evaluation) apply.

• Offerors must submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications.

• A site visit is included in any contract awarded (FAR 52.237-1).

• Electronic invoicing and payment will be processed through the Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair a damaged highway graded wayfinding sign for Gettysburg National Military Park and Eisenhower National Historic Site, and to update the messaging on both the damaged sign and a corresponding southbound sign.

• Replace damaged "breakaway" hardware, including bolts and flanges.

• Replace the sign overlay on the northbound sign (60" x 102").

• Update the sign overlay on the southbound sign located on Highway 15 South near Hunterstown Rd exit, Mile Marker 14.

• Secure individual sign panels to each other.

• Re-hang the sign on existing concrete foundations.

• Modify the message on the bottom half of the northbound sign to read "Use Business 15 Steinwehr Exit" and replicate this change on the southbound sign.

• Provide a draft of the sign design for approval before manufacturing.

• The contractor must be a PENN DOT certified or licensed company.

• Temporary traffic control must be provided as necessary.

• The sign overlay update can be an adhesive overlay or a total re-facing, if appropriate.

• The sign is located on Highway 15 North, approximately one mile past the Maryland/Pennsylvania border (coordinates: 39.734819, -77.297984).

• The southbound sign is located on Highway 15 South near Hunterstown Rd exit, Mile Marker 14 (coordinates: 39.911179, -77.165802).

• The contractor is responsible for all necessary temporary traffic control.

• The contractor must provide a draft sign design for approval prior to manufacturing.
