Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the GEOINT Learning Through Academic Programs II (GLAP II) Blanket Purchase Agreement (BPA). • Training solutions must cover at least two of the eleven specified subject areas: Artificial Intelligence, Computer Vision, Data Modeling, Bathymetry, Machine Learning, GIS & Analysis Tools, Geospatial Data Management, Data Analytics and Visualization, Geomatics/Geodesy/Geodetic Engineering and Surveying, Geospatial Information Analysis, and Remote Sensing and Imagery Analysis.

• Courses must adhere to the approved course syllabus; deviations impacting learning objectives will result in non-acceptance and non-payment.

• Instruction should utilize adult learning methodologies, minimizing reliance on lectures and favoring problem-based or project-based learning.

• Each course shall not exceed 40 hours of instruction (approx. 5 days).

• Daily instruction should include 8 hours of training, with a minimum of 4 hours of direct instruction and the remainder for self-study.

• Instructors must be accessible to students during self-paced study time.

• Minimum enrollment for a course is 10 participants; maximum is 24.

• Courses are delivered virtually. Instructors must have high-speed internet.

• Virtual instructor-led training will be conducted during standard business hours (7:30 am to 4:30 pm local time), generally following Eastern Standard Time (EST/EDT), coordinated with student local business hours.

• Contractors must meet specific accreditation/affiliation requirements (regional accreditation by CHEA, and accreditation by USGIF or membership in UCGIS).

• All instructors must be U.S. citizens and meet educational/experience standards.

• Uncleared Contractor personnel are authorized to work at the Unclassified level without a security clearance.

• Foreign nationals require prior written approval to perform unclassified work.

• Contractors must comply with NGA, DoD, and IC information security policies for handling protected information.

• Government-furnished facilities, information, and equipment will not be provided.

The completed questionnaire, including the assessment, will be used by the Government to evaluate the offeror's past performance and determine a Performance Confidence Level. Failure to ensure timely and accurate completion may impact the offeror's evaluation.
