This opportunity seeks to establish multiple Blanket Purchase Agreements (BPAs) for the delivery of condensed undergraduate and graduate-level GEOINT training courses. These courses will support the National System for Geospatial Intelligence (NSG), Allied System for Geospatial Intelligence (ASG), and other U.S. and foreign government entities. Proposals are now due by April 13, 2026, at 2:00 PM EST.
Scope of Work
Contractors will deliver advanced undergraduate and graduate-level GEOINT training courses, modified for government delivery to streamline content and condense duration. Courses must be delivered virtually via instructor-led synchronous, instructor-led asynchronous, or self-paced online modalities. Training solutions must cover at least two of eleven specified subject areas, including Artificial Intelligence, Computer Vision, Data Modeling, Machine Learning, and GIS & Analysis Tools. Each course shall not exceed 40 hours of instruction, with daily instruction including a minimum of 4 hours of direct instruction. Minimum enrollment is 10 participants, with a maximum of 24.

- Type: Multiple Firm Fixed-Price Blanket Purchase Agreements (BPAs).
- Period of Performance: Five (5) years, from June 17, 2026, to June 16, 2031.
- Set-Aside: Full and Open Competition (Unrestricted).
- NAICS: 611310 (Colleges, Universities, and Professional Schools), with a $34.5 million size standard. Vendors outside this NAICS may still submit proposals as prime vendors.
- Place of Performance: Virtual, with instructors requiring high-speed internet and virtual instructor-led training generally following Eastern Standard Time (EST/EDT).
Eligibility & Submission
- Offer Due Date: April 13, 2026, at 2:00 PM EST.
- Submission: Proposals must be submitted via email to the Contracting Officer and Contract Specialist.
- Accreditation: Courses must be from academic institutions regionally accredited by CHEA, AND accredited by USGIF or a member of UCGIS. Non-academic prime offerors may compete if they partner with such accredited institutions.
- Instructors: All instructors must be U.S. citizens.
- Required Attachments: Offerors must utilize the provided Performance Work Statement (PWS), Course List (now required in Excel format), GLAP Past Performance Questionnaire, and Price Quote Workbook.
Evaluation Factors
Award will be made on a Best Value basis. Evaluation will consider Technical Capabilities (Factor I), Past Performance (Factor II), Security (Factor III), and Price (Factor IV). Technical factors are weighted more heavily than price.
