Bidders must complete this questionnaire accurately and thoroughly. The information provided will be used by the government to evaluate the bidder's experience and capability to perform the work described in the solicitation. Failure to provide complete and satisfactory information may result in a proposal being deemed non-responsive.

Statement of Work (SOW)

To provide regular and as-needed vault toilet pumping services at multiple locations on the Grand Valley Ranger District within the Grand Mesa, Uncompahgre, and Gunnison (GMUG) National Forests.

• Pumping of vault toilets that reach 80% capacity, with a minimum of 90% of contents removed per standard commercial practices.

• Disposal of all vault waste at a commercial treatment facility off National Forest Lands, adhering to all applicable OSHA, State, and Local laws and regulations.

• Cleaning and disinfection of all contaminated areas resulting from the pumping process.

• Removal of debris from vaults using specified equipment and procedures.

• Vaults must be pumped when they reach 80% capacity.

• A minimum of 90% of vault contents must be removed.

• All waste must be disposed of at an approved commercial treatment facility.

• All contaminated areas must be thoroughly cleaned and disinfected.

• Manhole covers must be replaced with an airtight seal.

• Units must be available for immediate use after pumping and cleanup.

• The contract period is for the 2026-2027 Season, from August 1, 2026, to July 31, 2027.

• Services will be performed at various locations within the Grand Valley Ranger District.

• Contractor equipment must meet minimum requirements including a 1500-gallon pumper tank, vacuum pump, 3-inch intake valve, 200 feet of hose, grappling device, capability for extra water, and back-up warning devices.

• Contractor must provide all personnel, equipment, tools, materials, vehicles, and supervision.

• Contractor must be properly licensed for offsite disposal of sewage and debris and responsible for all associated fees.

• Contractor must prevent spillage and handle waste in watertight containers according to health regulations.

• Contractor must obtain COR approval for all disposal sites.

• Contractor and employees must make reasonable efforts to prevent interference with recreation area use and maintain presentable conduct.

• Any damage to government property or land resources must be repaired at the Contractor's expense.

Key deliverables include scheduled pumping services for specific locations with varying gallon capacities and pump frequencies, detailed in a table for the 2026-2027 Season. Locations include Old Mesa Ski Hill, Skyway, Mesa Top North, Mesa Top South, County Line, and Grand Mesa Visitor Center.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically for vault toilet pumping services. The Grand Mesa, Uncompahgre, and Gunnison (GMUG) National Forest is seeking these services at multiple locations on the Grand Valley Ranger District within Mesa County. The contractor will be responsible for providing all labor, materials, tools, supervision, permits, transportation, equipment, and insurance.

• Regular and as-needed vault toilet pumping at multiple locations on the Grand Valley Ranger District.

• Contractor must provide all necessary labor, materials, tools, supervision, permits, transportation, equipment, and insurance.

• Anticipated award is a firm-fixed price purchase order for services.

• The contract will consist of one year.

• Quotations are due by June 4, 2026, at 2:00 p.m. Mountain Time.

• Questions are due by May 27, 2026, at 2:00 p.m. Mountain Time, via email to rebecca.l.schowalter@usda.gov.

• Offers must include the signed SF 1449, Schedule of Items, a Technical Proposal, and a completed Past Performance Questionnaire.

• Award will be made to the offeror representing the best value to the Government, based on lowest price technically acceptable criteria.

• Evaluation will consider Price, Technical Acceptability, and Past Performance.

• Offerors must hold prices firm for 90 calendar days from the offer receipt date.

• This acquisition is a small business set-aside (Total Small Business Set-Aside).

• The applicable North American Industry Classification Standard (NAICS) Code is 562991.

• The small business size standard is $9 Million.

• This solicitation constitutes the only solicitation; a separate written solicitation will not be issued.

• The following documents are attached: Statement of Work, Schedule of Items, Experience Questionnaire, and Wage Determination for Mesa County.
