Statement of Work (SOW) / Performance Work Statement (PWS)

To provide goose hazard management deterrent services at the Andrew T. McNamara Headquarters Complex (HQC) in Fort Belvoir, Virginia.

• Implement and execute an approved Goose Hazard Management Plan.

• Perform surveillance, harassment, coordination, and record-keeping activities.

• Utilize at least one working dog and handler to harass geese and other waterfowl from the pond and perimeter area without harm.

• Provide coverage seven days a week, from sunrise to sunset.

• Respond to unscheduled emergency calls within 1 hour of notification.

• Practice proper dog waste management.

• Perform ongoing surveillance of control actions to assess effectiveness and make recommendations.

• Record all surveillance, control, and inspection activities.

• Performance is satisfactory if there are three (3) or fewer geese sightings or evidence of geese per week.

• Contractor response time to on-call requests must be within 1 hour.

• Performance is unsatisfactory if nesting geese are found on the premises, response time exceeds 1 hour, or more than three (3) geese sightings/evidence occur per week.

• Quality Deficiency Reports (QDRs) will be issued for unsatisfactory performance, requiring a written response detailing the cause, corrective actions, and recurrence prevention.

• The contract period is one base year with four (4) one-year options.

• Services are to be performed at the Andrew T. McNamara Headquarters Complex, Fort Belvoir, VA.
