This solicitation is for the replacement of greenhouse controls. The project is set aside for Total Small Business concerns. The applicable NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors.

• Replacement of control panels, vent control panels, weather and lightning panels, motors, sensors, wiring, and cables for specific greenhouses (GH 2, 3, 108, 110, and Bldg 4442).

• Replacement of roof coverings and ridge vent coverings with 16mm triple wall polycarbonate for specific greenhouses.

• Installation of electrical and electronic equipment components.

• Contract Type: Firm fixed-price.

• Period of Performance: Estimated to be from 06/15/2026 to 09/30/2026.

• The contractor shall begin performance within 10 calendar days after receiving notice to proceed and complete the work by 09/30/2026.

• Proposals are due by 06/11/2026 at 06:30 AM CST.

• Requests for Information (RFIs) are due no later than 06/02/2026 at 06:30 AM CST.

• Offers must be held firm for 90 calendar days.

• Evaluation will be based on Lowest Priced Technically Acceptable (LPTA).

• Technical acceptability requires meeting all solicitation requirements, providing documented experience (recent and relevant), and receiving an acceptable rating in past performance.

• Award will be made on an "all" or "none" basis.

• Set aside for Total Small Business.

• Prospective offerors must be registered in the System for Award Management (SAM) with an active registration at the time of solicitation closing.

• A mandatory site visit is scheduled for 5/27/26 at 09:30 AM EST. Registration is required by 5/26/26 at 12:00 PM EST. Attendance by the Prime Contractor is mandatory.

Statement of Work (SOW) / Performance Work Statement (PWS)

The USDA requires contractor assistance to replace the existing Wadsworth greenhouse control systems, vent controls, motors, sensors, wiring, and weather station/lightning controls, software, and hardware on five greenhouses (Greenhouses #2, #3, #108, #110, and #4442) located at 1109 Experiment Street, Griffin, GA 30223.

The contractor shall furnish all personnel, equipment, tools, materials, supervision, and quality control to replace all control panels, contactor panels, vent control panels, weather and lightning panels, motors, sensors, wiring, and cables with new contractor-supplied components. This includes removing all existing, no longer needed, components. The work is to be provided as a turn-key completed project.

Key tasks include:

• Removing and disposing of Wadsworth control panels for each greenhouse.

• Installing new Bartlett Climate Boss Controllers for each greenhouse.

• Removing and installing new ridge vent controls, motors, sensors, and wiring for all 5 greenhouses.

• Removing and installing new side vent controls, motors, sensors, and wiring for greenhouses #108, #110, and #4442.

• Installing new weather boss for all 5 greenhouses.

• Establishing new electric and control circuits for weather controls.

• Installing mounting mechanisms and hardware for all controls.

• Programming all new control panels and equipment.

• Verifying greenhouse operation with new systems.

• Providing training to site personnel on new control panels and programming.

• Providing all installation and programming manuals.

• Providing a one-year warranty on all parts and labor.

• Work must be accomplished in accordance with all local, state, and federal codes and regulations.

• Work must be accomplished by certified technicians.

• All programming and verification of greenhouse operation are imperative.

• Project completion must not exceed ninety (90) calendar days from the Notice to Proceed (NTP).

• Work hours are 7:30 am to 4:30 pm, local time, Monday through Friday, excluding federal holidays.

• Pre-Bid Site Visit: Vendors are encouraged to visit the site.

• Permits: Contractor must obtain all necessary permits and fees.

• Safety: Contractor must submit a Site Safety Specific Plan/Accident Prevention Plan for approval.

• Demolition & Disposal: Contractor is responsible for safe and legal disposal of all removed materials and debris, with an emphasis on recycling.

• Hazardous Materials: Contractor must include costs for hazardous materials assessment. If found, report to CO & COR.

• Temporary Facilities: Contractor must provide their own restroom facility. Temporary utilities may be furnished by the Government if requested.

• Cleanup: The construction site must be kept clean, and all unused materials, trash, and debris must be removed upon completion.

• Submittals: Project Schedule, Safety Plan, and materials/shop drawings are required.

• Quality Control: Contractor is responsible for ensuring all work meets contract specifications.

• Option to replace controls for Greenhouse #5 and #6.

• Option to replace roof and ridge vent coverings with polycarbonate for Greenhouse #110 and #4442.
