Scope of Work
The project involves two distinct phases:
- Greenhouse Roof Replacement (Scope A): This phase requires replacing existing 16mm double-skinned acrylic roof panels with new impact-modified acrylic panels, including disposal of old materials and cleaning of metal frames. The scope also includes repairing and adjusting damaged ridge vents to ensure a water-tight roof, with a required one-year installation warranty. This is considered an emergency repair and should be completed as soon as possible.
- Photoperiod Rail Replacement (Scope B): This phase entails removing and replacing existing steel rails for twelve sugarcane carts. The new system will utilize continuous Fiberglass Reinforced Polymer (FRP) extrusions, grouted with 9000 PSI non-shrink epoxy. Specific FRP profiles and materials are detailed in attachments, with a requirement for polyester resin FRP. This work is scheduled for the winter months, from December 2026 to March 2027.
Key Clarifications from RFI Responses:
- Alternate rail materials (e.g., Stainless Steel) will not be accepted due to the corrosive environment.
- The Period of Performance will be adjusted to accommodate a 6-week lead time for roof panels.
- A single individual can fulfill Superintendent, Quality Control Manager, and SSHO roles, but a second qualified SSHO is required for work at heights of 15 feet or more or when crossing the greenhouse floor.
Contract Details
This will be a Firm Fixed-Price contract with a total Period of Performance of 10 months, broken into the two distinct phases. Davis-Bacon wages apply, and bidders must account for these prevailing wage rates. Bid bonds, bid guarantees, and construction payment and performance bonds are required.
Submission & Evaluation
Award will be made to the Lowest Priced Technically Acceptable (LPTA) offeror. Proposals must be emailed to david.reynolds2@usda.gov. Offerors must provide at least two recent (within 5 years) and relevant references for similar greenhouse renovation projects. Offers must remain valid for 90 calendar days. Prospective offerors must be registered in the System for Award Management (SAM) at the time of solicitation closing.
