• Tank Replacement (Project 17-N18): Removal of an abandoned 30,000-gallon tank and an existing 60,000-gallon tank, followed by the installation of a new 135,000-gallon bolted steel water storage tank. This includes site grading, foundation, piping, and approximately 250 linear feet of chain-link fencing.
• Water Treatment Monitoring (Project 20-N65): Installation of water quality monitoring equipment (Chlorine Residual, Temperature, pH, Air Hold Tests, Tank Level, Turbidity) in the Tribal Administration Office. This also involves installing approximately 2425 linear feet of control and data cable in conduit to enable communication between the tank, tribal office, and water treatment plant for EPA compliance.
• Additional Requirements: Programming, troubleshooting, repair, testing, and startup of installed systems, along with a minimum of eight hours of training for up to four individuals on operation and maintenance.

Contract Details

• Contract Type: Firm Fixed-Price (FFP) construction contract.
• NAICS Code: 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million.
• Estimated Magnitude: Less than $1.2 million.
• Period of Performance: 180 calendar days for substantial completion and 210 calendar days for full contract completion after issuance of a Notice to Proceed.
• Bonds: Performance and Payment Bonds are required.
• TERO: Tribal Employment Rights Ordinance (TERO) fees apply.

This procurement is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside. Offers are solicited exclusively from Indian Economic Enterprises (IEE) that are also small business concerns. Offerors must complete the "Indian Economic Enterprise Representation Form" (Attachment 8) and be registered in the System for Award Management (SAM) database.

• Evaluation: Lowest Price Technically Acceptable (LPTA) source selection procedure, in accordance with FAR Part 15 and 36.
• Evaluation Factors: Specialized Experience (Attachment 9), Past Performance (Attachment 10), Indian Economic Enterprise Representation (Attachment 8), and Price (Attachment 7). Price is the discriminating factor among eligible offers.
• Required Forms: Bidders must submit a "Self-Performed Calculation Sheet" (Attachment 6) to demonstrate compliance with subcontracting limitations.
