Statement of Work (SOW)

To provide traffic and parking management services for the Grissom Air & Space Expo event at Grissom Air Reserve Base (GARB) on August 29-30, 2026. The event is expected to draw over 40,000 visitors and approximately 15,000 additional vehicles daily.

• Guide and route inbound/outbound traffic from main thoroughfares (U.S. 31/IN-218) to designated parking zones.

• Manage parking efficiently within provided zones.

• Guide traffic from parking zones back to thoroughfares after the event.

• Develop and implement a safe and efficient traffic and parking management plan in coordination with the Indiana State Police.

• Manage parking for approximately 10,000-15,000 vehicles daily, with peak traffic anticipated between 0900-1300 and 1400-1700.

• Ensure the last egressing vehicle exits the base within 90 minutes of intended departure.

• Provide parking lanes for handicap parking.

• Manage parking for DV (Distinguished Visitor) pass holders.

• Assist with vehicle evacuation in case of emergency or inclement weather, as directed.

• Report emergencies, crimes, accidents, and suspicious incidents to the Airshow Base Defense Operations Center (BDOC).

• Remove all signage, trash, FOD, and personal effects, returning the area to its original condition.

• Contractor must have experience managing traffic and parking for large-scale events with at least 30,000 visitors.

• Contractor must demonstrate knowledge and experience working with local authorities (police, sheriffs, DOT, security forces).

• Personnel must be fluent in English.

• Provide a comprehensive after-action report with recommendations for future airshows.
