Statement of Work (SOW) / Performance Work Statement (PWS)

To provide grounds maintenance and landscaping services at one housing site for USCG Base Cape Cod, MA.

• CLIN 001: Lawn mowing at housing units 917 and 921 on Main Street, Vineyard Haven, MA. Services include mowing every 10 days (3x per month) at a height of 3-4 inches, trimming around foundations, planting beds, and pavement, and debris removal. Total acreage: 2.19 ac.
• CLIN 002: Spring clean-up for the specified housing units.
• CLIN 003: Fall clean-up for the specified housing units.
• IDIQ-001: Optional service for mowing vacant housing units every two weeks. Mowing height is 2-2.75 inches, including trimming, edging, and debris removal. Average acreage: 0.25 ac. Potential locations include 2 Schoolhouse Road, 12 South Forest Avenue, 12 Painter’s Way, 33 Bernard Circle, 62 Hazelwood Avenue, 62 Pontiac Avenue, or 140 Tellette Avenue.

Base Year plus four (4) one-year options. Services to be performed at USCG Base Cape Cod Housing in Vineyard Haven, MA.

• Hours of Operation: Monday-Friday, 0800-1600. Weekend or extended hours require advance approval.
• Disposal: All removed materials must be disposed of at a certified solid waste facility. Disposal receipts must be sent to the COR.
• Environmental Compliance: Adherence to Federal and State regulations, including VOC emission limits. Hazardous materials require MSDS submission and COR approval.
• Service Contract Act (SCA): Compliance with minimum wages and fringe benefits as determined by the Secretary of Labor.
• Equipment: Mowing equipment must be in good working condition, free from leaks, and have all safety guards in place. The government can stop services if safety issues are found.
• Damage: Contractor is responsible for replacing any damaged trees, shrubs, or flowers at no cost to the government.
• Temporary Protection: Contractor must ensure no debris, dust, or equipment endangers government personnel.
• Sanitation/Storage: No government sanitation facilities or equipment storage will be provided. Equipment storage is not allowed on site.
