Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain healthy grass, trees, shrubs, and plants, presenting a clean, neat, and professional appearance for the 99th Readiness Division (RD).

• Grounds maintenance services for areas identified in the site plan.

• Includes mowing, trimming, edging, spring and fall cleanup, weeding/planting bed maintenance, and pruning/trimming.

• Contractor is responsible for all personnel, supplies, supervision, tools, materials, equipment, and transportation, unless specified as government-furnished.

• Services must meet standards in the contract and all local, state, and federal regulations.

• Quality Control: Contractor must maintain effective quality control to ensure services meet contract requirements.

• Quality Assurance: Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Performance Requirements Summary (PRS) outlines specific objectives, standards (AR 420-1), performance thresholds (e.g., no more than one valid customer complaint every three months for mowing), and methods of surveillance (Random Sampling, Periodic Surveillance, Validated Customer Complaint).

• Grounds Maintenance Inspection Checklist (Exhibit 2) must be completed monthly and submitted with invoices for payment.

• Period of Performance: One base year and four twelve-month option periods.

• Commencement: Within 7 calendar days after notice of contract award.

• Schedule: March through November in the Southern Region (MD, VA, WV); April through November in the Northern Region (ME, NH, VT, MA, NY, NJ, PA, RI, CT, DE).

• Place of Performance: USARC/AMSA 89 125A Armory Road Galax, VA 24333-1919.

• Non-personal services contract; Government will not exercise supervision or control over contractor personnel.

• Contractor must provide a qualified workforce within two weeks of contract start.

• Contractor must provide an onsite representative with authority to act on behalf of the contractor.

• Personnel must be able to communicate in English.

• Security Requirements: Abide by all security regulations, subject to checks. Keys must be controlled and not duplicated or removed from premises.

• Vehicle Operation: Must have valid state operator's license; vehicles must have identification tags; parking in non-reserved public spaces.

• Conservation of Utilities: Employees must practice utility conservation.

• Safety: Maintain a safe working environment, comply with OSHA and Army safety regulations.

• Environmental Protection: Dispose of refuse and debris according to regulations; comply with all environmental laws.

• Antiterrorism (AT) and Operations Security (OPSEC): Employees must complete AT Level I training within 30 days of contract start. Background checks and compliance with installation access policies are required. iWATCH and OPSEC training are also mandatory.

Request for Information (RFI)

This RFI is issued by the U.S. Army Contracting Command – New Jersey to seek potential sources for Grounds Maintenance Services for the 99th Readiness Division in Galax, VA (VA033). This RFI is for information and planning purposes only and is not a solicitation. Responses are voluntary and will not be compensated. Not responding does not preclude future participation.

Vendors are requested to provide information on the following:

• NAICS Code Appropriateness: Indicate the most suitable NAICS code for cleaning, inspection, and other aspects of the draft PWS, specifically addressing NAICS Code 561730 "Landscaping Services".

• Concerns/Clarifications: Address any concerns or unclear information within the draft PWS and/or facility map.

• Capability Statement: Provide a statement detailing organizational and staff capabilities, supported by documentation.

• Past Performance: Describe previous work performed on similar requirements.

• Subcontracting/Teaming: Detail any plans for subcontracting or teaming, including the anticipated percentage of work.

• Organizational Information: Provide company name, address, email, website, phone number, and point of contact.

• Business Status: Include current small/large business status (including socioeconomic status like 8(a), SDB, HubZone), company profile, office location(s), CAGE Code, and DUNs number.
