This document is a Request for Information (RFI) issued by the U.S. Army Contracting Command – New Jersey to identify potential sources for Grounds Maintenance Services for the 99th Readiness Division in Harrisburg, PA (PA044). This RFI is for information and planning purposes only and is not a Request for Quote (RFQ). Responses are voluntary, and the Government will not pay for information submitted.

Respondents are asked to address the following:

• NAICS Code: Indicate the most appropriate NAICS code for the services described in the draft Performance Work Statement (PWS), specifically addressing NAICS Code 561730 ("Landscaping Services").

• PWS/Facility Map Feedback: Identify any concerns or unclear information within the draft PWS and/or facility map.

• Capability Statement: Provide a statement detailing organizational and staff capabilities relevant to this effort, supported by documentation.

• Past Performance: Describe similar work your company has performed previously.

• Subcontracting/Teaming: Indicate if subcontracting or teaming arrangements are planned and the anticipated percentage of work to be performed by your organization.

• Company Information: Provide your organization's name, address, email, website, phone number, and a point of contact.

• Business Status: Include current small/large business status, socioeconomic status (e.g., 8(a), SDB, HubZone), company profile (office locations), CAGE Code, and DUNS number.

Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain healthy grass, trees, shrubs, and plants, presenting a clean, neat, and professional appearance at the Harrisburg AFRC.

• Provide grounds maintenance services for areas identified in the site plan.

• Services include mowing, edging, trimming, spring and fall cleanup, weeding/planting bed maintenance, and pruning/trimming.

• Contractor is responsible for all personnel, supplies, supervision, tools, materials, equipment, and transportation.

• Services must meet commercial standards.

• Mowing: Grass cut to 2-3 inches, clippings removed within 4 hours. Policing of grounds for debris.

• Edging: Specialty machine used for clean edges along pavement/sidewalks.

• Trimming: All specified areas trimmed monthly (Northern Region) or as directed.

• Spring/Fall Cleanup: Removal of debris, leaves, and vegetation from grounds and fence lines.

• Weeding/Plant Bed Maintenance: Visually prominent beds kept weed-free monthly.

• Pruning/Trimming: Deadwood pruned/trimmed twice yearly for trees/shrubs/bushes.

• Performance will be evaluated based on the Quality Assurance Surveillance Plan (QASP) and the Performance Requirements Summary (PRS), with a maximum of one valid customer complaint every three months for most tasks.

• Period of Performance: One base year and four twelve-month option periods.

• Work Schedule: March through November (Southern Region: MD, VA, WV); April through November (Northern Region: ME, NH, VT, MA, NY, NJ, PA, RI, CT, DE).

• Hours of Operation: 8:00 AM to 4:30 PM, Monday through Friday, excluding Federal Holidays.

• Place of Performance: Harrisburg AFRC 2997 North 2nd Street Harrisburg, PA 17710 (PA044).

• Contract Type: Firm Fixed Price.

• Personnel: Must be capable, experienced, and able to communicate in English. Contractor representative must be onsite during duty hours.

• Security: Abide by all security regulations, subject to checks. Key control procedures must be followed.

• Training: AT Level 1, iWATCH, and OPSEC training required for employees.

• Site Visit: Vendors are urged to conduct a site visit prior to submitting an offer.

• Reporting: Manpower data reporting to SAM.GOV required. Photographs of services required with invoices.

• Government Furnished: Water from existing sources. No government facilities to power equipment.

• Contractor Furnished: All other necessary supplies, equipment, and services.

• Environmental: Dispose of refuse and debris at an approved landfill. Comply with all environmental laws and regulations.

• Safety: Maintain a safe working environment, comply with OSHA and other safety regulations.
