This is a combined synopsis/solicitation for non-personal groundskeeping and landscaping services at the National Weather Service (NWS) Forecast Office in Upton, New York. This announcement serves as the only solicitation, and no separate written solicitation will be issued. The acquisition is set-aside for small business concerns with a NAICS code of 561730 and a small business size standard of $9.5M.

• Provision of non-personal groundskeeping and landscaping services.

• Services include all supervision, labor, tools, materials, and equipment necessary for these tasks.

• Services are to be performed in accordance with the attached Statement of Work (SOW).

• The season for services is April 1 through November 30 annually. For 2026, services not performed in April-June will need to be completed within two weeks of award or as negotiated.

• Contract type: Firm-Fixed Price.

• Period of Performance:

  • Base Period: Date of Award through June 30, 2027.
  • Option Year 1: July 1, 2027 through June 30, 2028.
  • Option Year 2: July 1, 2028 through June 30, 2029.
  • Option Year 3: July 1, 2029 through June 30, 2030.
  • Option Year 4: July 1, 2030 through June 30, 2031.

• The total duration, including options, shall not exceed 5 years.

• Quotations are due by 10:00 AM MDT on Wednesday, June 17, 2026.

• Quotes must be submitted electronically via email to kerri.coffey@noaa.gov.

• Pricing may be provided on the attached SF 18 form or company letterhead.

• Evaluation will be based on the Lowest Price Technically Acceptable (LPTA) source selection process.

• Key evaluation factors are Technical Capability and Price.

• This acquisition is set-aside for small business concerns.

• Offerors must be registered in the System for Award Management (SAM.gov).

• A site visit is recommended to develop an accurate quote.

• The Statement of Work (SOW) and Site Photo are provided as attachments.

• Wage Determination 2015-4157 Rev 31 is incorporated.

• The SF 18 form contains terms and conditions that all quoters must comply with.

• FedConnect® will be used for contract administration.

Statement of Work (SOW)

To provide groundskeeping and landscaping services for the National Weather Service (NWS) Weather Forecast Office (WFO) in Upton, NY, to maintain a clean and safe external work environment.

• Services cover approximately two acres of the NWS WFO site located on the Brookhaven National Laboratory (BNL) campus.

• The service period is April 1 through November 30 annually.

• For 2026, services excluding mowing from April-June are required within two weeks of award.

• The contractor must provide all supervision, personnel, equipment, tools, materials, and services for landscape maintenance.

• Work must maintain healthy grass, shrubs, and plants, presenting a neat and professional appearance.

• Inclement weather requires rescheduling services for the next duty day without degradation.

• Weekly services must not result in more than one valid complaint of unsatisfactory service per week.

• Seasonal services must not result in more than one valid complaint of unsatisfactory service per specified interval.

• Deficiencies must be corrected within one business day; failure to correct may result in deductions.

• Place of Performance: National Weather Service, Weather Forecast Office-New York, 175 Brookhaven Ave. Bldg. NWS-1, Upton, NY 11973.

• Base Period: Date of Award through June 30, 2027.

• Option Periods: Four additional one-year option periods from July 1, 2027, through June 30, 2031.

• Services to commence within three business days of Date of Award, Monday through Friday during business hours.

• Contractor Furnished: All supervision, personnel, equipment, tools, materials, and training (including OSHA standards). Safety Data Sheets for dangerous/warning products must be submitted within 10 days of award.

• Contractor Personnel: Must be experienced, undergo BNL Contractor/Vendor Orientation (CVO) training, be U.S. citizens (or lawful permanent residents), 18 years of age, and possess valid identification. Must be registered and badged within 10 days of starting work.

• Site Manager: Must be designated within five days of award, with contact information provided. Must be available weekdays 8:00 a.m. - 3:00 p.m. and located within 30 minutes of the work site.

• Scheduling & Reporting: Submit schedules within five work days of award and annually. Coordinate schedule changes with the Government Point of Contact (POC). Provide three hours' notification if services cannot be performed.

• Specific Tasks: Include mowing, trimming, fertilizing grounds, edging, weed control, cleanup, main building cleanup, mulch placement, erosion control, leaf removal, pruning, bed preparation and maintenance, annual flower planting, irrigation system winterization/startup, and sprinkler alignment.

• Damage: Contractor is responsible for repairing/replacing any damage to plants or trees caused by their operations.

• Holidays: Contractor must observe Federal holidays as designated.

• Government POC: To be provided in the award.
