Scope of Work
The selected contractor will provide personnel, equipment, tools, materials, and supervision to perform tasks outlined in the Performance Work Statement (PWS). Key objectives include:
- Expanding RA Programs: Grow RAs in new and high-growth industries and occupations, providing quality technical industry expertise.
- Convenings & Employer Engagement: Conduct a minimum of twenty (20) national industry Apprenticeship Accelerator convenings annually. Register at least fifteen (15) new employers into existing multi-employer national programs annually and assist twenty (20) existing employers annually to expand into new occupations.
- Program Sponsorship & Expertise: Serve as a national program sponsor for at least two (2) multi-employer programs or five (5) individual employers. Provide subject-matter expertise to Industry Associations and RA sponsors.
- Occupational Development: Review and identify at least three (3) apprenticeable occupations for new RA pathways and vet a minimum of 20 apprenticeable occupation requests per year.
- Strategic Expansion: Develop and implement business-driven, sector-based strategies to expand apprenticeships in target industries such as Agriculture, Energy, Defense Industrial Base, Education, Healthcare, Telecommunications, Cybersecurity, and Advanced Manufacturing.
- Curriculum Development: Develop curricula, Related Technical Instruction (RTI) outlines, and occupational outlines.
Contract Details
- Contract Type: Fixed Price
- Period of Performance: One (1) 12-month Base Period (June 1, 2026 – May 31, 2027) and four (4) 12-month option periods, extending through May 31, 2031.

1605C2-26-R-00004-VPickard / A.Johnson. - Proposal Structure: Three volumes: Volume I - Technical (25-page limit, excluding specific attachments), Volume II - Past Performance, and Volume III - Price (Excel document detailing labor categories, hours, and rates).
- Questions Due: April 10, 2026, 12:00 PM ET. Responses will be provided by April 17, 2026, 5:00 PM ET via amendment.
- Past Performance: Offerors must submit a completed Past Performance Questionnaire (Part I by offeror, Part II by reference) by May 1, 2026, 3:00 PM ET. The government will evaluate three current or previous contracts (within the last 4 years) of similar scope, complexity, and dollar value.
- Evaluation Factors: Technical (most important), Past Performance, and Price. Technical is weighted more heavily than Past Performance and Price combined. Offerors must achieve an "Acceptable" rating for Factor I (Technical) and its subfactors to be considered for award.
- Discussions: The Contracting Officer intends to make an award without discussions, but reserves the right to hold them.
- Registration: Offerors must be registered and "ACTIVE" in the System for Award Management (SAM.gov) at the time of award.
