Scope of Work

An estimated 1,130 vehicles will be marshalled annually, though actual volume may increase. Mandatory use of GSAFleet.gov and eTools for inventory and sales is required.
Contract Details
This is a full and open competition. The primary NAICS code is 811111 (Automotive Mechanical and Electrical Repair and Maintenance) with a $9M small business size standard. If sales services are offered, NAICS 425120 (Wholesale Electronic Markets and Agents and Brokers) with a 125-employee size standard applies. The Service Contract Act applies, with DOL Wage Determination 2015-5693 REV 26. The BPA will have a 12-month base period (June 1, 2026 – May 31, 2027) and three 12-month option periods, extending through May 31, 2030. The contractor must be the owner or legal lessee of the facility in Guam.
Submission & Evaluation
Proposals must be submitted via email to jeffrey.whelpley@gsa.gov by the deadline. Offerors must complete and return the attached Vendor Response Document and provide pricing using the attached Schedule of Services in Microsoft Excel format. Award will be based on best value to the Government, considering technical capability (evaluated via Vendor Response Document and a site visit) and price. Preference will be given to vendors also offering auction services. Offerors must be registered in SAM.gov and self-certify they are not suspended or debarred.
