Quick Summary

The General Services Administration (GSA), specifically the GSA/FAS AUTOMOTIVE CENTER, is seeking proposals for GSA Fleet Lease Vehicle Auction & Marshalling Services in Guam. This combined synopsis/solicitation (47QMCA26R0030) aims to establish a Blanket Purchase Agreement (BPA) to support GSA's Fleet Program Office. The services involve the receipt, inspection, preparation, and assignment/termination of Government-owned or leased vehicles. Proposals are due March 31, 2026, at 3:00 PM CDT.

Scope of Work

The BPA will cover comprehensive marshalling and optional auction services. Key services include new vehicle delivery inspection, license plate and GSA Fleet Services Card management, vehicle release to customers, receiving used vehicles, preparation for release, 3rd party device management (telematics), fueling, and vehicle movement. Optional services include Sales Preparation (e.g., inspections, reconditioning, digital imagery, condition reporting), Administrative Vehicle Sales (using GSAFleet.gov, marketing, payment collection), and In-Lane Vehicle Sales Support. An estimated 1,130 vehicles will be marshalled annually, though actual volume may increase. Mandatory use of GSAFleet.gov and eTools for inventory and sales is required.

Contract Details

This is a full and open competition. The primary NAICS code is 811111 (Automotive Mechanical and Electrical Repair and Maintenance) with a $9M small business size standard. If sales services are offered, NAICS 425120 (Wholesale Electronic Markets and Agents and Brokers) with a 125-employee size standard applies. The Service Contract Act applies, with DOL Wage Determination 2015-5693 REV 26. The BPA will have a 12-month base period (June 1, 2026 – May 31, 2027) and three 12-month option periods, extending through May 31, 2030. The contractor must be the owner or legal lessee of the facility in Guam.

Submission & Evaluation

Proposals must be submitted via email to jeffrey.whelpley@gsa.gov by the deadline. Offerors must complete and return the attached Vendor Response Document and provide pricing using the attached Schedule of Services in Microsoft Excel format. Award will be based on best value to the Government, considering technical capability (evaluated via Vendor Response Document and a site visit) and price. Preference will be given to vendors also offering auction services. Offerors must be registered in SAM.gov and self-certify they are not suspended or debarred.

Key Dates & Contact

  • Pre-Proposal Conference: February 24, 2026, 2:00 PM CT (Google Meet). RSVP by February 23, 3:00 PM CT.
  • Questions Due: February 26, 2026, 3:00 PM CT (email to jeffrey.whelpley@gsa.gov).

Important Clarifications & Amendments

Amendment 0002 extended the proposal deadline to March 31, 2026, and added Appendices A-D to the Statement of Work. Offerors must acknowledge all amendments. Clarifications from Q&A documents indicate that shared administrative workspace is acceptable, and vendors determine secure storage for government-furnished property. Mandatory use of GSA's AutoIMS for condition reports and GSAFleet.gov for online sales is required; third-party auction platforms are not permitted.
