Justification for Sole Source
The award to GTARC is justified due to its status as a non-profit Department of Defense University Affiliated Research Center (UARC) and its unique technical expertise. GTARC has accumulated decades of specialized knowledge and facilities, making it difficult and costly to find or develop an alternative source. Transferring this knowledge would take approximately four to five years. GTARC also contributes to future DoD Cloud and IT architecture development through its leverage with PEO Digital. Market research, including a Sources Sought notice (N61331-25-SN-Q27), confirmed GTARC as the only entity capable of meeting the requirements.
Competition Impact
NSWC PCD currently has no plans to compete this requirement in the future, citing substantial duplication of costs if a new source were sought. Future competition will be assessed if another potential source emerges.
