• Subcontracting Plan: Required for large businesses per FAR 52.219-9.

• Surge and Sustainment (S&S): Required for "new tire" CLINs with S&S requirements; offerors must propose on both the new tire and S&S CLINs to be eligible.

• The contract award will be made on a CLIN by CLIN basis.

• The government is conducting a Lowest Price Technically Acceptable (LPTA) source selection.

• Offers must be valid for 90 calendar days from the solicitation closing date.

• Submission Method: Email proposals to charles.mielkeii@dla.mil. Single emails cannot exceed 10 MB; larger proposals must be split into multiple emails.

• Deadline: Proposals must be received by 3:00 PM local time.

• Evaluation: Proposals will be evaluated for technical acceptability and price. Award will be made to the LPTA offeror.

• Page Limits: Specific page limits apply to Work Experience (5 pages), Schedule Experience (5 pages), Technical/Quality Control Plan (20 pages), and Information Technology (5 pages).

• Applicable NAICS code is 326211 with a small business size standard of 1,500.

• Offerors must be affirmatively determined responsible.

• For "Aircraft" tires, offers must be on the Qualified Products List (QPL) with a current Life Cycle Cost (LCC) index, if applicable.

• The period for acceptance of offers is extended to 90 calendar days.

• The government may make split awards (up to two per CLIN) or an "all or none" award per CLIN.

• Offerors must ensure proposals are factual, accurate, and complete. Failure to provide required information may result in disqualification.

This solicitation is for the procurement of 364 tires to support the Global Tires Program (GTP). The resulting Long Term Contract(s) (LTC) will provide tire support to the GTP Integrator and/or the GTP 2.0 Integrator, and may also provide direct supply support to the Government. The acquisition covers four groupings of tires: Aircraft tires, Cooperative Approved Tire List (CATL) 1922 and 1923 tires, Code and Part numbered tires, and Ground ZZT tires. These items are considered commercial in accordance with FAR 2.101, and the resulting contract(s) will be Requirements Contracts.

• Aircraft Tires: 66 new and 17 retread tire CLINs, solicited with full and open competition. Descriptions are controlled by Qualified Product List (QPL) procedures.

• CATL 1922, CATL 1923, and Code/Part Number Tires: 259 tire CLINs, solicited with other than full and open competition due to limited sources. Specifications are available via "technical documents" link in DIBBS.

• Ground ZZT Tires: 44 tire CLINs, solicited with competition anticipated. Descriptions contain drawings/specifications.

• Scope: Support for GTP Integrator and Government tire needs, meeting specifications like MIL-DTL-5041L and MIL-DTL-7726L for new and retread aircraft tires, respectively. CATL tires fall under the Cooperative Tire Qualification Program (CTQP).

• Trade Agreements Act (TAA): Compliance is required. Offerors must indicate TAA compliance on Attachment B-2.

• Traceability: Offerors not identified as approved sources must submit traceability documentation.
