Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for janitorial and custodial services at the USGS Guam Magnetic Observatory. The objective is to maintain a clean, sanitary, and safe environment within the two Quarters buildings.

• Cleaning Services: Janitorial and custodial services for kitchens, bathrooms, bedrooms, and common areas of the two Quarters buildings.

• Frequency: Cleaning to be performed twice a month (second and fourth week of each month).

• Preventative Maintenance: General interior systems preventative maintenance for each Quarters, to be completed every three months.

• Supplies & Equipment: Contractor shall provide all labor, supervision, cleaning supplies, and equipment. The Government will provide a washer, dryer, and cleaning detergent.

• Safety: Adherence to all safety guidelines, including the use of Personal Protective Equipment (PPE) as required by OSHA, EPA, CDC, and territorial standards.

• Reporting: Report any issues or damage found with equipment or facilities within 24 hours.

• Site Considerations: No storage of equipment or materials east of the Office building. No smoking on Federal land.

• Period of Performance: April 1, 2026, through September 30, 2031. This includes a base period and multiple option periods, with a 6-month extension possible.

• Contract Type: Firm-fixed-price purchase order.

• Quotation Submission Deadline: March 25, 2026, by 5:00 P.M. Eastern Time.

• Submission Method: Via email to ysornberger@usgs.gov.

• Evaluation Factors: Award will be made based on the most advantageous quotation considering price and other non-cost/non-price factors. Past Performance is weighted twice that of Technical Performance. Price is the third factor.

  • Factor A (Past Performance): Requires references from two customers for similar services within the last five years.
  • Factor B (Technical Performance): Requires a narrative (max two pages) describing capabilities.
  • Factor C (Price): Requires submission of pricing as detailed in the schedule.

• Question Cutoff: March 17, 2026, by 5:00 P.M. Eastern Time.

• The solicitation is not a small business set-aside.

• Requires a CURRENT contractor license issued by the Government of Guam.

• The document includes numerous FAR clauses and provisions related to contract terms, conditions, representations, and certifications.

• Electronic invoicing and payment will be processed through the Invoice Processing Platform (IPP).
