This Request for Quotation (RFQ) is for construction materials for the renovation and expansion of kennel facilities for K-9 units at the U.S. Embassy in Guatemala, specifically located in Rurales 2, zona 0, caserío Montaña, Mazatenango, Suchitepequez. The goal is to ensure safe, sanitary, and operationally sustainable housing for working dogs. The award will be made to the lowest price technically acceptable offeror.

• Acquisition of construction materials for kennel renovation and expansion.

• Materials must ensure safe, sanitary, and operationally sustainable housing conditions.

• Site plans are referenced in Attachment No. 1 for material types and usage.

• This project is for materials only; no labor or installation services are required.

• A firm-fixed-price purchase order is intended.

• Payment terms are Net 30 days, processed via EFT only.

• The U.S. Government is exempt from taxes (IVA tax); a tax exemption form will be provided.

• Quotations are due by April 17, 2026, by COB 17:00 hours.

• Questions are due by March 27, 2026, by 17:00 hours.

• Offers must be in English.

• Email bids should not exceed 10MB and should be in .pdf, .tif, or .gif format.

• The government intends to award based on initial quotations, but may hold discussions.

• Evaluation will be based on the lowest price technically acceptable offer.

• Offerors must be registered in the System for Award Management (SAM) prior to proposal submission.

• Required documents for submission include: SF-18, Section A Statement of Work, Section B Pricing, and Proof of SAM Registration.

• Email offers must be sent ONLY to GuatemalaBids@state.gov.

• An automatic response will be received upon successful bid submission. If not, notify AlburezAG@state.gov.
