This amendment does not appear to alter proposal deadlines or submission requirements, but it provides clarifications that may impact how vendors prepare their proposals.

Amendment / Modification

• This amendment extends the due date for submitting offers.

• The new deadline for offer submission is April 13, 2026, by Close of Business (COB) 17:00 hrs.

• The due date for offer submission is affected.

• The deadline for submitting proposals or quotes has been extended to April 13, 2026.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for Satellite Internet Service for the U.S. Embassy in Guatemala. The government intends to award a firm-fixed price purchase order.

• Satellite Internet Service for the U.S. Embassy in Guatemala.

• Service to be used and connected to twelve (12) satellite devices for a fixed location.

• Two (2) satellite internet services to be used and connected to 2 satellite devices for mobile use.

• Service must be similar or equal to Starlink for Business.

• Service must be high-speed internet with a local priority of a minimum of 500GB.

• Service must be for Single Country Land User (Guatemala).

• Service must include Network priority, Public IP and Dashboard.

• Service period is one (1) year from activation.

• Device compatibility with standard and mini Starlink kits.

• Contractor will provide service, activation support, and warranty certificates.

• U.S. Embassy will provide account/service registration information and serial numbers.

• Contract Type: Firm-Fixed Price (FFP) Purchase Order.

• Period of Performance: One (1) year from service activation.

• Delivery: Within 20 calendar days after purchase order award.

• Payment Terms: Net 30 days, processed via Electronic Funds Transfer (EFT).

• Pricing: Include all labor, materials, overhead, profit, and transportation. Prices in USD or Quetzales. VAT is not included in CLIN rates but will be included in invoices; Government is exempt from VAT.

• Quotations are due by March 27, 2026, by 17:00 hours.

• Questions are due by March 18, 2026, by 17:00 hours, via email to RuizKH@state.gov.

• Offers must be submitted via email to GuatemalaBids@state.gov. Emails with attachments over 10MB may be refused.

• Proposals must be in English and incomplete proposals will not be accepted.

• Evaluation Factors: Lowest Priced, Technically Acceptable (LPTA).

• Award will be made on an "all or none" basis.

• Key submission requirements include:

  • SF-18 completed and signed
  • Section A, II, Pricing
  • IRS Form W-14
  • Proof of SAM Registration
  • Description/nomenclature of item, service literature, warranty terms.
  • Past Performance (last 2 years, max 5 references).
  • Certifications.
  • C-SCRM Questionnaire.

• Offerors must be registered in the System for Award Management (SAM) prior to submission.

• No specific set-aside is mentioned.

• The U.S. Government may award based on initial quotations without discussions.

• Quotes sent by any other means than the specified email address will not be considered.

Form / Attachment / Pricing Sheet

This document contains two Excel worksheets: a Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire and a C-SCRM Software Producer Attestation Form. Both are intended to be completed by vendors responding to a solicitation.

C-SCRM Questionnaire:

• Section 1: Contact Information: Requires vendor company name and primary Point-of-Contact (POC) details (name, title, phone, email).
• Section 2: Vendor Risk Management Plan: Asks questions regarding the vendor's processes for identifying supply chain threats, mapping suppliers, checking SAM.gov exclusion records, and contractual SCRM requirements.
• Section 3: Physical and Personnel Security: Inquires about vendor policies for employee background checks, preventing tampering of ICT equipment, and insider threat awareness training.

C-SCRM Software Producer Attestation Form:

• Requires the software producer's name.
• Asks for an attestation regarding adherence to secure software development practices (NIST SP 800-218), including specific practices and tasks. If unable to attest to all, vendors must describe mitigation practices and provide a Plan of Action & Milestones (POA&M).
• Requires a description of the software product(s) to which the attestation applies.

Vendors must complete these forms as part of their offer. The questionnaire assesses the vendor's overall C-SCRM posture, while the attestation form is specifically for vendors or their subcontractors providing critical software. Responses are to be entered in the shaded cells of the provided template. The government may request documentation to validate the provided responses.
