This solicitation is for the supply of single-cell, precast, reinforced concrete box culverts, including an option for precast wingwalls and headwalls. The materials must be delivered to a pre-determined/pre-approved location within approximately 45 miles of Gunnison, CO.

• Base Requirement: 36 precast reinforced, 4-sided box culvert sections, including delivery and offloading.

• Optional Line Item: Precast wingwalls and headwalls, including delivery and offloading.

• All materials must include freight and delivery, with unloading.

• Specific geometric details (clear span, rise, height, thickness, angles) and weight details are required for culverts, wingwalls, and headwalls.

• Manufacturer drawings, shop drawings, certification test results, installation and structural specifications (including compaction, bedding, backfill, and wearing surface details) are required.

• Award Type: Anticipated firm-fixed-price contract.

• Period of Performance: June 10, 2026, to August 30, 2026.

• Delivery: By July 20, 2026. Early deliveries are accepted.

• F.O.B. Point: Destination.

• Offer Due Date: June 8, 2026, 1700 MT.

• Period for Acceptance of Offers: 90 calendar days.

• Evaluation: Quotes will be evaluated based on Technical Capability and Price. Award will be made to the offeror representing the best value to the Government. Lowest priced offer will be evaluated for Technical Capability first.

• Past Performance: Will be evaluated as Acceptable, Neutral, or Unacceptable.

• Pricing: Offerors must provide pricing for all individual line items. The potential need to exercise options will be evaluated by adding the total price for all options to the total price for the basic requirement.

Statement of Work (SOW)

To supply a single-cell, precast, reinforced concrete box culvert, along with optional headwalls and wingwalls, to replace a failed road bridge in the Gunnison Ranger District.

• Supply a single-cell, precast, reinforced concrete box culvert meeting specific geometric and structural requirements.

• Option to supply compatible reinforced, precast concrete wingwalls and headwalls.

• All materials must be delivered to a pre-determined, pre-approved location within 45 miles (approx. 1 hour drive) of Gunnison, CO.

• Geometric Constraints: Minimum interior width/span > 8', Rise not to exceed 55", Minimum length 35' (not to exceed 40'), culvert to be installed at a 45-degree angle to the road centerline (skewed 45 degrees), 4-sided box culvert, tapered inlet throat.

• Installation Requirements: To be installed on native or imported prepared soil bedding, conforming to FHWA FP24 section 209 standards. No geotechnical evaluation required. No minimum cover requirements (wearing surface not to exceed 4" thick).

• Design Standards: Must adhere to ASTM C 1433, AASHTO M 259, AASHTO M 273, and ASTM C 1577. Must be designed to support FHWA HL-93 design load.

• Materials: Reinforced precast concrete sections meeting FHWA requirements for dry, cold-weather climates.

• Delivery Constraints: Materials delivered on time, undamaged. Government not financially responsible for damage prior to delivery. Subject to inspection by designated USFS personnel. Rejected materials must be replaced within 14 days.

• Bid Submission: Geometric details of culvert, weight details, manufacturer drawings/shop drawings, certification test results, installation/structural specifications. If optional items are included, provide documentation for those as well. Estimated materials delivery date.

• After Contract Award (min. 7 days prior to shipment): Supply project COR with shipping/freight details (vehicle specs, origin, travel time, delivery date, unloading method).

• Target Delivery Date: No later than August 30, 2026. Materials delivered and unloaded at specified location and time. Subject to USFS acceptance upon delivery.

• Delivery vehicle(s) may be subject to weed inspection prior to entering National Forest Lands and must be reasonably clean.

• Headwalls and wingwalls (if exercised) must be compatible with the culvert and meet current FHWA specifications.
