Quick Summary

The National Park Service (NPS), under the Department of Interior, is seeking to establish a five-year, indefinite delivery, indefinite quantity (IDIQ) contract for the inspection, testing, and maintenance (ITM) of fire protection and life safety systems in NPS buildings nationwide. This acquisition is a Total Small Business Set-Aside. Quotes are due by May 26, 2026, at 5:00 PM ET.

Scope of Work

The contractor will provide ITM services for fire protection and life safety systems across over 27,000 structures within 430+ NPS parks. Services must comply with the latest editions of the International Fire Code (IFC) and referenced National Fire Protection Association (NFPA) standards. Systems include fire alarm and smoke detection, various extinguishing systems, kitchen hood suppression, fire sprinklers, emergency generators, fire doors, hydrants, pumps, backflow prevention, standpipes, water tanks, and municipal water supply grids. Task orders will specify buildings, systems, and required ITM tasks.

Contract Details

This is a firm-fixed price commercial contract. The estimated period of performance is May 1, 2026, to April 30, 2031. A guaranteed minimum of $2,500.00 is set for each awarded contract, with a maximum order limitation of $2,000,000.00 for the life of each individual contract. The NPS anticipates awarding two contracts.

Key Requirements

Contractors must provide all necessary tools, equipment, and supplies, and have access to IFC and NFPA standards. Required disciplines include Senior Project Manager, Technical Assistant, Technician, Administrative Support, and Cost Estimator. An amendment (0001) clarifies that the "Administrative Support" discipline should include "or equivalent experience." The contract is subject to the Service Contract Act (SCA). IDIQ holders are prohibited from bidding on repair projects developed under this contract.

Submission & Evaluation

Quotes are due by May 26, 2026, at 5:00 PM ET and must be submitted via email. Evaluation will be based on price, technical capability, and prior experience. Offerors must be registered in the System for Award Management (SAM) with an "active" status and obtain a Unique Entity Identifier (UEI). The assigned NAICS code is 541990 (Other Scientific and Technical Consulting Services) with a size standard of $19.5 million. Questions were accepted until May 18, 2026.
