This revision updates the wage rates and fringe benefits for various occupations in Idaho, specifically for the counties of Ada, Boise, Canyon, Gem, and Owyhee.

This document does not appear to be a solicitation or RFP, but rather a wage determination that would be incorporated into a solicitation or contract. This document is a Combined Synopsis/Solicitation (RFQ) for a five-year, indefinite delivery, indefinite quantity (IDIQ) contract for the inspection, testing, and maintenance (ITM) of fire protection and life safety systems in National Park Service (NPS) buildings nationwide. The acquisition is set aside for small business concerns.

• Inspection, testing, and maintenance of fire protection and life safety systems.

• Services must comply with the latest edition of the International Fire Code (IFC) and NFPA standards (including NFPA 70: National Electrical Code).

• Examples of tasks include maintenance of fire extinguishers, fire alarm systems, sprinkler systems, water storage tanks, kitchen hood systems, fire pumps, backflow prevention devices, fire service mains, dampers, and clean agent systems.

• Travel reimbursement will be in accordance with Joint Federal Travel Regulations and Federal Acquisition Regulation cost allowances.

• Contract Type: Firm-fixed price commercial contract.

• Period of Performance: Estimated to be 06/01/2026 to 05/31/2031.

• Guaranteed Minimum: $2,500.00 for each contract awarded.

• Maximum Order Limitation: $2,000,000.00 for the life of each individual contract.

• Awarding two contracts is anticipated.

• Quotes are due by 5/26/2026 at 17:00 PM ET and must be submitted via email.

• Evaluation will be based on price, technical capability, and prior experience.

• Offerors must be registered in the System for Award Management (SAM) and be considered a small business for the assigned NAICS code (541990, Size Standard $19.5M).

• Key deadlines:

  • Questions accepted until: 5/18/2026, 12:00 PM ET.
  • Final amendment posted by: 5/18/2026, 17:00 EDT.
  • Quote Due Date: 5/26/2026, 17:00 ET.
  • Anticipated Award Date: on or before 05/28/2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a five-year, indefinite delivery, indefinite quantity (IDIQ) contract for the inspection, testing, and maintenance (ITM) of fire protection and life safety systems in National Park Service (NPS) buildings nationwide.

• Inspect, test, and maintain fire protection and life safety systems in accordance with the International Fire Code (IFC) and referenced National Fire Protection Association (NFPA) standards.

• Systems include fire alarm and smoke detection, extinguishing systems (various types), kitchen hood suppression, fire sprinkler systems, emergency generators, fire doors, fire hydrants, fire pumps, backflow prevention devices, standpipes, water tanks, and municipal water supply grids.

• Contractor will be provided with a list of buildings, associated systems, and required ITM tasks via task orders.

• ITM must be performed in accordance with the latest editions of IFC and referenced NFPA standards.

• Personnel performing ITM must meet specific qualifications outlined in Attachment C.

• Reports for each system must be provided in electronic format.

• Period of Performance: May 1, 2026 – April 30, 2031.

• Place of Performance: Nationwide (United States, its possessions, and territories).

• Contractor must provide all tools, equipment, and supplies.

• Contractor must have access to IFC and referenced NFPA standards.

• Contractor must provide specific disciplines: Senior Project Manager, Technical Assistant, Technician, Administrative Support, and Cost Estimator.

• Task Orders will be firm fixed price.

• Contract is subject to the Service Contract Act (SCA).

• IDIQ holders are prohibited from bidding on repair projects developed under this contract.

• Contractors may encounter historical artifacts and must handle them appropriately.

Form / Attachment / Pricing Sheet

This document is a pricing schedule for ITM Services, intended for use over five pricing periods from 2026 to 2031. Offerors are required to provide fully burdened prices for all five periods.

• The schedule outlines pricing categories for:
  • Senior Project Manager
  • Technical Assistant
  • Technician
  • Administrative Support
  • Cost Estimator
• Travel and Materials are to be priced at the Task Order level.

This pricing schedule is critical for bidders to understand the cost structure expected for the ITM Services. It requires the submission of comprehensive, fully burdened prices for all specified roles across the five-year period, as well as separate pricing for travel and materials on a task order basis. This will be a key component in proposal preparation and evaluation.
