Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for obtaining inspection, maintenance, and repair services for Fire and Smoke doors, including hatches and chute doors, at the Veterans Affairs Palo Alto Health Care System (VAPAHCS).

• Contractor must provide a complete list of existing deficiencies and required corrective actions within 30 calendar days after the initial inspection.

• All corrective deficiencies shall have a one-year warranty on labor and parts.

• Period of Performance: 5 calendar years (base year + four option years).

• Standard operating hours: 7:00 AM to 4:00 PM, Monday through Friday, excluding Federal Holidays.

• Locations: Palo Alto Division, Menlo Park Division, and Livermore Division.

• Contractor must obtain all necessary licenses, permits, and insurance.

• Contractor personnel must be certified Fire + Egress Door Assembly Inspectors (CFDAI).

• Contractor must have technical training and a minimum of five years of experience in healthcare, industrial, research, educational, and commercial facilities.

• Background checks are required for all contractor and subcontractor personnel.

The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is gathering information to determine potential procurement strategies for fire door annual inspections, certification, and preventative maintenance services at the VA Palo Alto Health Care System (VAPAHCS), including facilities in Palo Alto, Livermore, and Menlo Park, CA. The applicable NAICS code is 541350 (Building Inspection Services) with a small business size standard of $11.5 Million.

Contractors are expected to provide preventative maintenance and services for fire door annual inspections and certification in accordance with the attached draft Performance Work Statement (PWS).

Small businesses must adhere to the Limitations on Subcontracting requirement (FAR 52.219-14 and FAR 52.219-27), stating that at least 50 percent of the cost of contract performance for personnel must be expended for employees of the concern.
