Wage Determination

This document is a Wage Determination (WD 2015-5595, Revision 27) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. It establishes minimum wage rates and fringe benefits for various occupations in the area of Nevada Counties of Storey, Washoe, State of Nevada. • Applicability: Applies to contracts subject to the Service Contract Act awarded on or after January 1, 2017, and those awarded on or between January 1, 2015, and January 29, 2022, that have not been renewed or extended after January 30, 2022.

• Minimum Wage Rates: Lists specific minimum hourly wage rates for a wide range of occupations, categorized by occupational groups (e.g., Administrative Support, Automotive Service, Health Occupations, Technical Occupations).

  • Health & Welfare: $5.55 per hour (up to 40 hours/week) or $222.00 per week/$962.00 per month.
  • Health & Welfare (EO 13706): $5.09 per hour (up to 40 hours/week) or $203.60 per week/$882.27 per month (applicable for SCA-covered contracts also covered by EO 13706).
  • Vacation: 2 weeks after 1 year, 3 weeks after 5 years, 4 weeks after 15 years of service.
  • Holidays: A minimum of eleven paid holidays per year.

• Executive Order 13658: For contracts subject to this EO, workers must be paid at least $13.30 per hour (or the applicable wage rate from this determination, if higher) for hours worked in 2025. This rate is adjusted annually.

• Executive Order 13706 (Paid Sick Leave): Contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours per year, for employee illness, injury, or family member needs.

• Uniform Allowance: If uniforms are required, contractors must provide them at no cost or reimburse employees for the cost of furnishing and maintaining them, with specific rates for cleaning/maintenance.

• Conformance Process: Outlines the process for classifying and determining wage rates for occupations not listed in the determination, requiring contractor submission of a report to the contracting officer and subsequent review by the Department of Labor.

• This document does not apply to individuals employed in bona fide executive, administrative, or professional capacities as defined in 29 C.F.R. Part 541.

Solicitation / RFP / RFQ

This solicitation is for annual internal and external boiler inspections and semi-annual safety device testing for three Nebraska high-pressure water tube boilers at the VA Sierra Nevada Health Care System (VASNHCS) in Reno, NV. The services are required to ensure boiler safety, reliability, and efficiency.

• Annual internal and external inspection of three Nebraska Water Tube Boilers.

• Semi-annual safety device testing and calibration of all three boilers.

• Inspections must be conducted by a valid National Board Commissioned Inspector with at least five years of experience.

• Compliance with VHA Directive 1810, ASME Boiler and Pressure Vessel Code, and manufacturer recommendations.

• Provision of a complete written report detailing tests performed, findings, and recommendations.

• Immediate reporting of safety-related deficiencies.

• Personnel must comply with VASNHCS policies, including parking and check-in procedures.
