Scope of Work

The Hammerhead is a moored-torpedo variant mine system designed for detecting, classifying, and defeating Anti-Submarine Warfare (ASW) targets. GDMS is the prime contractor and sole systems integrator for its design, development, and production. The additional ESS hours are critical for supporting program requirements and engineering changes for modified configurations, preventing a halt in configuration efforts, and ensuring timely delivery of this capability to the Fleet.

Justification for Sole Source
GDMS is identified as the only responsible source capable of providing the required ESS without causing unacceptable delays. As the current prime contractor, GDMS possesses active facility clearances, proprietary technical data, and specialized knowledge of the Hammerhead system architecture. Competing this requirement would result in an estimated 24-month delay, halting critical engineering efforts, preventing finalization of the Technical Data Package (TDP), and compromising the Navy's ability to meet national security requirements. The Government will obtain Government Purpose Rights (GPR) to a validated Hammerhead TDP, potentially allowing for future competition.
