Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Army, specifically the Rhode Island Army National Guard (RIARNG), is conducting market research through a Sources Sought notice to identify potential sources for a commercial-off-the-shelf (COTS) Handheld Explosive Trace Detector (ETD). This effort aims to enhance the safety of mailroom personnel and facilities by detecting various explosive compounds. Responses are due by June 3, 2026.
Scope of Work
The RIARNG requires a lightweight, standalone handheld ETD capable of detecting a wide variety of explosive compounds at trace levels. This market research is for planning purposes only to determine industry capabilities.
Key Requirements
The ETD must meet the following salient characteristics:
- Detection Capabilities: Dual-mode sampling (vapor/sniffing and particulate swabbing) with nanogram-level sensitivity. Must detect PETN, RDX, TNT, Dynamite, Semtex, C-4, Black Powder, Ammonium Nitrate, and Urea Nitrate.
- Physical & Environmental: Not to exceed 6.0 lbs (including battery), operate between 50°F and 90°F, and feature a ruggedized housing with a minimum IP54 rating.
- Power: Minimum 8 hours continuous operation with hot-swappable battery capability.
- Interface: Provide audible, visual, and vibration alerts, along with on-screen prompts and video tutorials.
- Data: Store at least 1,000 detection records internally and allow data export via USB or Wi-Fi.
- Included: Minimum one-year manufacturer's warranty (parts and labor) and training for at least two personnel.
