Statement of Work (SOW) / Performance Work Statement (PWS)

To efficiently relocate all material and equipment for U.S. Navy squadron VP-69 from Hangar 9 to Hangar 7 at Naval Air Station Whidbey Island, ensuring the timely resumption of squadron operations.

• The contractor is responsible for all aspects of the move, including preparation, packing, transportation, and final placement of furniture, tools, supplies, and equipment.

• The distance between hangars is approximately 0.5 miles along the flightline.

• Base access, flightline access, and coordination with the Base Visitor Control Center for personnel and vehicle registration are required.

• Movement of all existing furnishings from Hangar 9 to Hangar 7.

• Placement of all furnishings into their designated spaces within Hangar 7 as directed.

• Tentative Contract Award Date: TBD.

• Period of Performance: As soon as possible, but from February to April 2026.

• Patrol Squadron SIX NINE, NASWI, BLDG 2544, 810 N. Randolph, Oak Harbor, WA 98278-7900.

• Security: All contractors will be escorted during working hours. Compliance with NAS Whidbey Island Visitor Control Center (VCC) regulations for personnel and vehicle access is mandatory. Flightline access is also required.

• Change Orders: Any significant impacts to the performance period must be discussed with the government representative and stakeholders.

• Non-Personal Service: Contractor management will control and supervise contractor employees, who will perform duties independently without government supervision.

• ECMRA Reporting: The contractor must report all labor hours (including subcontractor hours) via the Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) at https://doncmra.nmci.navy.mil. Reporting is for the government fiscal year (Oct 1 - Sep 30) and must be submitted by October 31 of each calendar year.

Solicitation / RFP / RFQ

This solicitation is for a Hangar Move in support of VP69. The government anticipates awarding a firm, fixed-price service contract.

• Relocation of all material and equipment from Hangar 9 to Hangar 7.

• The specific details of the work are outlined in the Performance Work Statement (PWS).

• Contract Type: Firm Fixed Price Service Contract.

• Period of Performance (POP): February 16, 2026, to April 17, 2026.

• Place of Performance: Naval Air Station Whidbey Island, Oak Harbor, WA.

• Offerors are advised to consider the risks associated with a firm, fixed-price contract when pricing their quotes/proposals.

• The most advantageous offer will be selected based on the following evaluation factors: technical (including delivery date), price, and past performance (in no order of relative importance).

• Quoters must note all exceptions to the solicitation's terms, conditions, specifications, and/or PWS. Failure to note exceptions will be considered as taking no exception.

• Proposal or quote submission deadline: February 10, 2026, at 12:00 PM local time.

• Questions regarding the solicitation are due one day prior to the closing date, submitted via email to Nicole Logan (nicole.d.logan.civ@us.navy.mil).

• Invoices will be submitted via Wide Area WorkFlow (WAWF).

• This acquisition is set aside for Small Business.

• The North American Industry Classification Standard (NAICS) code is 484210, with a size standard of USD 34,000,000.00.

• Offerors must be registered in the SAM.gov system to receive an award.

• Vendors requesting base access must register via http://dbids.dmdc.mil/home.

Amendment / Modification

This amendment modifies the solicitation by:

• Extending the closing date to Friday, March 27, 2026, at 12:00 PM PST.

• Updating the period of performance.

• Clarifying evaluation determination factors.

• Section A - Solicitation/Contract Form: The Response Due Date has been changed from February 12, 2026, to March 27, 2026.

• Section F - Deliveries or Performance: The Period of Performance for CLIN 0001 has been modified from February 16, 2026, to April 17, 2026, to April 06, 2026, to May 08, 2026.

• The proposal submission deadline has been extended to March 27, 2026.
