  • Airfield Operations: Personnel operating on the airfield must complete a base ops course and be flexible with mission needs.

Contract Details

Evaluation Criteria

This acquisition uses a Performance-Price Tradeoff (PPT) where Past Performance is significantly more important than Price.

  • Technical (Pass/Fail): Evaluated for a sound and compliant approach, thorough understanding of the PWS, and a complete Mission Essential Plan.
  • Price: Evaluated for completeness, fairness, reasonableness, balance, and realism.
  • Past Performance: Rated as Acceptable, Neutral, or Unacceptable. An "Acceptable" rating is more favorable than "Neutral." An "Unacceptable" rating will disqualify an offeror. The evaluation process involves ranking the lowest three total evaluated prices, then assessing technical and price for those, and finally evaluating past performance, with potential for trade-offs to a higher-priced, higher-rated offeror.
