Quick Summary

The Department of the Air Force, Air Force Nuclear Weapons Center (AFNWC) is conducting market research (Sources Sought) to identify qualified sources for the Hardness Surveillance Electromagnetic Pulse Program (HSEP). This program provides critical testing services to support Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) hardness surveillance and forecasting. Responses are due May 30, 2026.

Scope of Work

The HSEP services require highly-specialized engineering, including MMIII equipment and facility repairs, troubleshooting, site exposure and re-exposure, and both High-altitude Electromagnetic Pulse (HEMP) and Source Region Electromagnetic Pulse (SREMP) testing. The scope also encompasses analysis, hardness forecasting, cybersecurity monitoring and documentation (in accordance with DoD Instruction 8510.01, Risk Management Framework for DoD Information Technology), oversight, management, and expert personnel. A qualified, nuclear-certified Contractor-Furnished high-energy pulser, supporting equipment, and qualified cleared personnel are mandatory to perform these services at various locations, primarily at Hill Air Force Base, UT.
