Scope of Work
The contractor shall provide all personnel, transportation, tools, equipment, materials, and services. Key tasks include:
- Removal of minimal existing perimeter barbed wire fence and posts (primarily lying on the ground).
- Installation of approximately 1,400 linear feet of new chain link fence and a new 24-foot double gate.
- Materials must match existing fence in gauge, equipment, tools, hardware, height, rails, posts, and guide wire. Fence height minimum 8 feet (including outriggers).
- Specific concrete footings for corner, end, pull, and line posts.
- Three-strand climb-resistant top to match existing fence.
- Double gate to be 24' wide with 1 7/8" framed pipe and 6 5/8" gate posts, galvanized steel, meeting UL 325 and ASTM F2200 standards.
- Installation over small creeks or marshy areas must allow water and debris flow, with the fence bottom just above normal water level (no culverts or gravel berms included).
- No grounding is required for the fence; the gate is manual.
- The Government's in-house shop will clear a 15-20 foot path; no stump grinding or site grading will occur.

Evaluation Criteria
Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and technical acceptability. Offers will be ranked by price, and technical evaluations will begin with the lowest-priced offer until at least three "Acceptable" offers are identified. If fewer than three offers are received, all will undergo technical evaluation. The Government reserves the right to communicate with offerors and award based on best value.
Submission Requirements & Special Notes
- Offers must utilize the CLIN structure specified in "FA4460-26-Q-0366 COMBO" and include detailed technical descriptions, price breakdown, SAM.gov registration, and acknowledgment of amendments.
- Offerors agree to hold prices firm for 30 calendar days.
- No bid guarantee, payment, or performance bonds are required as this is for commercial items.
- REAL ID is required for base access. Subcontracting is allowed.
- Contractor must provide a contract manager and a Project Manager with a minimum of 5 years of experience.
- All work must comply with UFGS 32-31-13, UFC 4-022-03, and ASTM Standards.
- Contractor is responsible for waste disposal (except hazardous material) and subject to all installation regulations.
