Quick Summary

The U.S. Fish and Wildlife Service (USFWS) is soliciting proposals for Hazardous Fuel Reduction services at Hagerman National Wildlife Refuge (NWR) in Sherman, Texas. This is a 100% Small Business Set-Aside opportunity, seeking a contractor to mechanically thin and remove vegetation to improve burn unit control lines and reduce wildfire risk. A mandatory site visit is scheduled for April 28, 2026, and quotes are due by April 30, 2026, at 2:00 PM EDT.

Scope of Work

The contractor will perform hazardous fuel reduction treatments, specifically mechanically thinning and removing approximately 105 acres of vegetation. This involves expanding existing fuel breaks by an additional 100 feet. Target vegetation includes dense, mature Eastern Red Cedar, Cedar Elm, Winged Elm, Honey Locust, and Bois d'Arc. Oak and hickory trees with a diameter at breast height (DBH) of six inches or greater must be left undisturbed. Work requires tracked and wheeled machines with low ground pressure; digging, grubbing, or pushing vegetation is prohibited. Stumps must be cut flush or below ground level. Cut material can be scattered (not exceeding 18 inches in height) or chipped and evenly distributed (no more than 8 inches deep). Pile burning is not permitted. Coordination with regional oil and gas specialists is essential to avoid infrastructure damage.
