Purpose & Scope

This RFI is for planning purposes only and does not constitute a Request for Proposal. The Government seeks comprehensive hazardous waste management services at USAG Ansbach, USAG Bavaria, USAG Rheinland-Pfalz, USAG Stuttgart, and USAG Wiesbaden. Services include:

  • Facility Operation: Management of Hazardous Waste Accumulation Points (HWAPs) and Storage Areas (HWSAs).
  • Waste Handling: Collection, characterization, segregation, labeling, packaging, weighing, and recordkeeping.
  • Transportation Logistics: "Milk runs" between facilities, requiring ADR certification for public roads, and preparation for DLA contractor pick-up.
  • Specialized Services: Pumping contaminated liquids, battery collection, and laboratory packing.
  • Regulatory Compliance: Strict adherence to Final Governing Standards (FGS) for Germany, German Federal Law, EU regulations, and international transportation agreements (e.g., ADR).
  • Exclusions: Infectious, controlled, explosive, and radioactive wastes are explicitly excluded.

Key Requirements

The contractor will provide all necessary personnel, equipment, supplies, and supervision. Key personnel requirements include:

  • Contract Manager: University degree in Environmental Engineering or Science, bilingual (English/German), and minimum three years' experience with German environmental authorities.
  • On-Site Technicians: Bilingual (English/German, with specific English proficiency levels), European waste regulations (ADR) certifications, and knowledge of U.S. and German environmental policies.
