Statement of Work (SOW) / Performance Work Statement (PWS)

This contract provides an acquisition vehicle for the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) to maintain an inventory of Ready for Issue (RFI) components for the HC-130J aircraft, supporting critical missions such as search and rescue and law enforcement.

• Repair of applicable Part Numbers (P/N) and National Stock Numbers (NSN) as specified in the Schedule.

• Primary place of performance will be the Contractor's facilities or other USCG approved location.

• Contractor must be an Original Equipment Manufacturer (OEM) or an OEM Authorized Repair Center.

• Must maintain a Quality Assurance System.

• Must have access to all applicable technical directives and manuals.

• Airworthiness Certification (e.g., FAA 8130) is required for all repaired items.

• Environmental requirements for cleaning components to remove hazardous dust.

• Specific procedures for handling Unusual Damage, Cannibalized Components, and Beyond Economical Repair (BER) situations.

• Use of the Asset Computerized Maintenance System (ACMS) and submission of Component Repair Records (CRR).

Justification and Approval (J&A) for Other Than Full and Open Competition

This document justifies the United States Coast Guard (USCG) Aviation Logistics Center's (ALC) plan to solicit and award a sole-source, Firm-Fixed Price contract for repair services on avionic components and accessories for the HC-130J aircraft. The contract is intended to be an Indefinite-Delivery, Requirements Type Contract.

• Repair services for avionic components and accessories used on the HC-130J aircraft.

• Services include teardown, testing, evaluation, and repair.

• Repaired components will be issued from ALC to maintain an inventory of airworthy, Ready-for-Issue (RFI) spares.

• Type of Action: Firm-Fixed Price (FFP), Indefinite-Delivery, Requirements Type Contract.

• Funding Type: Operation and Support (O&S) funds.

• This is a sole-source justification, indicating a non-competitive award is anticipated.

• A solicitation is anticipated to be posted on 02/16/2026.

• The acquisition is being conducted on a basis other than full and open competition.

• The Buy American Act does not apply to this requirement.

• The Original Equipment Manufacturer (OEM) for these components is Northrop Grumman Systems Corporation (NG).

• NG is the only source with the proprietary data, technical expertise, and authorized repair facility to perform these services.

• The USCG does not possess the rights to the proprietary data required for competitive repairs.

• Market research was conducted from July 2025 through December 2025, including a Sources Sought Notice posted on SAM.gov (09/29/2025 - 10/09/2025), which yielded only one capable response from the OEM.

• Failure to approve this justification could jeopardize the USCG's mission due to insufficient stock of avionic components, potentially leading to aircraft grounding.
