Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirement for instructional services for the Analytical Laboratory System (ALS) Operator Course. The goal is to train Soldiers and Airmen to become proficient ALS Operators using Government-provided training materials.

• Instructional Services: Provide qualified instructors to teach specific modules of the ALS Operator Course.

• Course Iterations: Conduct four (4) iterations of the ALS Operator Course annually.

• Modules to Instruct: The contractor shall provide instruction for four (4) of the five (5) modules and thirteen (13) of the fourteen (14) lessons within the ALS Operator Course. This includes:

  • Module B: ALS1A1 Operation (60 hours)
  • Module C: Biological Warfare Agents (BWA) Analytical Instruments Operation (48 hours)
  • Module D: Chemical Warfare Agents (CWA) Analytical Instruments Operation (54 hours)
  • Module E: Biological and Chemical STX (16 hours)

• Training Materials: Ensure all training materials (slides, handouts) are correct, clear, and current, updating them as needed.

• Instructor Qualifications: Instructors must meet specific experience and certification requirements detailed in Part 4.1 of the PWS, including experience with ALS systems, analytical laboratory procedures, specific agent identification, and instructor training.

• Instructor Performance: Instructors will be evaluated based on TRADOC Form 600-21-1, requiring a minimum total rating of 16 out of 24 points and no zero scores in any category.

• Deliverables: Includes Post Award Meeting Notes, instructional services for specified modules, Contractor Management Reports (CMR), and Antiterrorism (AT) Level I Training Certificates.

• Quality: Deliverables must be accurate, clear, editable, submitted in the specified format, and on time.

• Period of Performance: Base plus 4 option years (implied by document title).

• Place of Performance: Fort Leonard Wood (FLW), Missouri. Government will provide classrooms.

• Hours of Operation: 0730 to 1630.

• Security: AT Level I awareness training is required for contractor personnel accessing Army installations. iWatch and OPSEC training are also mandated. Physical security of government equipment is the contractor's responsibility.

• Government Furnished Property (GFP): Government will provide classrooms, two (2) ALS 1A1 Trainers, laboratory equipment, and classroom desks/laptops. Contractor is responsible for any other necessary equipment or supplies.

• Compliance: Adherence to TRADOC Regulation 350-70 and other applicable publications is required.

This notice is for informational and planning purposes only to gauge industry interest in providing instructional support for the Analytical Laboratory Systems (ALS) Operator’s Course to Civil Support Teams. The U.S. Government is considering a procurement on an 8(a) small business set-aside basis.

• Requirement: Instructional support for four iterations of the ALS Operator course.
• Anticipated NAICS Code: 611519 (Specialized Military Training) with a size standard of $21 million.
• Current Contract: The need is currently fulfilled under contract # W911S7-21-C-0004.
• Attachments: Draft Performance Work Statement (PWS), Performance Requirements Summary (PRS), and Technical Exhibits with workload data are provided.

1. Company Information: Name, POC, contact details, DUNS, CAGE, small business status/certifications, and NAICS code.
2. Interest: Indicate interest in competing as a prime contractor and any subcontracting, joint venture, or teaming plans.
3. Experience: Detailed information on previous similar requirements (prime or subcontractor), including size, scope, complexity, timeframe, and pertinent certifications.
4. Commercial Availability: Data to determine if the requirement is commercially available, including pricing, basis for pricing, delivery schedules, terms, and warranties.
5. Structuring for Competition: Recommendations on how to structure contract requirements to facilitate small business competition.
6. Competition Restrictions: Identification of any conditions unnecessarily restricting competition.
7. Recommendations: Suggestions to improve the approach, specifications, or draft PWS/PRS.

• This is not a solicitation, RFQ, IFB, or RFP. No proposals are being accepted at this time.
• The U.S. Government will not pay for any information submitted.
